ISSUE STATEMENT
At this work session Merlyn Hough, the Interim Director of the Lane Regional Air Pollution
Authority (LRAPA) will provide an overview of the agency’s vision, mission and goal statements.
In addition, Mr. Hough will discuss the recent action of the LRAPA board to change the agency
name to the Lane Regional Air Protection Agency. Action is requested to direct the City
Manager to sign an amendment to the intergovernmental agreement to formally change the name
of the agency.
BACKGROUND
LRAPA is the local agency charged with protecting air quality in Lane County. The agency,
formed in 1967 by an intergovernmental agreement between the cities of Eugene and Springfield
and Lane County, is governed by a nine-member board of elected officials and citizen
representatives from the member entities. At the present time, the board is comprised of one
Eugene City Councilor, three Eugene citizen members, one Springfield City Councilor, one
Springfield citizen member, one Lane County Commissioner, one elected official from the cities of
Oakridge and Cottage Grove, and one citizen member representing Lane County. Councilor
Betty Taylor is the current elected official from the City of Eugene on the LRAPA board.
In past few years, the LRAPA director has met in a work session with the City Council to provide
an overview and update of the activities of LRAPA and to become more familiar with the elected
officials from each member entity. The last time the director of LRAPA met with the Eugene City
Council was in 2002.
RELATED CITY POLICIES
This item relates to the City Council goal of “Sustainable Development: A community that meets
its present environmental, economic, and social needs without compromising the ability of future
generations to meet their own needs.”
COUNCIL OPTIONS
The City Council may direct the City Manager to sign the amendment to the intergovernmental
agreement to affirm its agreement to the LRAPA name change, or the City Council can take no
action on the request from LRAPA, thus denying the request.

CITY MANAGER’S RECOMMENDATION
The City Manager recommends approval of a motion directing the execution of the amendment to
the intergovernmental agreement to formally change LRAPA’s name.
SUGGESTED MOTIONS
Move to authorize the City Manager to sign an amendment to the intergovernmental agreement
between Lane County and the cities of Cottage Grove, Eugene, Oakridge and Springfield which
changes the name of the agency from the Lane Regional Air Pollution Authority to the Lane
Regional Air Protection Agency.
