Therefore, the City Council is requested to review and approve the submittal of a ConnectOregon grant application for the air cargo project at the Eugene Airport. BACKGROUND The ConnectOregon program was created through Senate Bill 71 by the 2005 Oregon Legislature. It is an economic stimulus program of $100 million, funded through lottery bond proceeds. The program focuses on strategic investments that improve the efficiency of regional or the statewide transportation system through connecting modes. Air, marine, rail and public transit are eligible for funding. Criteria to be used to evaluate projects ConnectOregon funds are broadly identified in SB71 as follows: ? whether the project reduces transportation costs for Oregon businesses; ? whether it benefits or connects two or more modes; ? whether it is a critical link in statewide or regional transportation system; ? how much of the cost can be borne by the applicant; ? whether the project creates construction and permanent jobs in the state; and ? whether the project is ready for construction. The Eugene Airport’s proposed air cargo project appears to meet all the stated criteria of the program. The ConnectOregon program requires a minimum local match of 20% of total project costs.The estimated total project cost of the air cargo project is $5,471,281. The ConnectOregon grant request is estimated at $4,377,025, with the 20% matching source derived from $1,039,543 Federal Aviation Administration (FAA) Airport Improvement Program grant funds and $54,713 from City of Eugene Airport Capital Reserves (Fund 512). Effective Municipal Government ? Fair, Stable and Adequate Financial Resources. The efficient movement of goods and services in and out of the region is highly important to local businesses ranging from manufactured products to perishable items, to time-sensitive document deliveries. Air cargo provides an alternative mode as opposed to ground transportation. The proposed project will help sustain and grow local jobs and create employment during construction. The development improves safety at the airport and creates opportunity for new revenue that will help the airport remain financially self-sufficient. RELATED CITY POLICIES The related Capital Improvement Program policies include: ? The City will plan for capital improvements over a multi-year period of time. The Capital Improvement Program will directly relate to the long-range plans and policies of the City. Operating funds to maintain capital improvements and to fund additional staff and service needs must be estimated and identified prior to making the decision to undertake specific capital improvements. ? Funding sources that have been identified for a specific project and approved with adoption of the Capital Improvement Program shall remain the funding source for that project unless a specific exception is directed by the Council The air cargo project is already outlined and graphically depicted in the adopted 2000 Eugene Airport Master Plan, a refinement of the Metro Area General Plan. In addition, the air cargo project is currently identified in the FY06-FY11 Capital Improvement Program (CIP) in FY07 for $980,000. The difference between the current proposal and that which is identified in the CIP is due to the limitations of the FAA grant eligibility. The proposed ConnectOregon funding allows the scope of the project to include additional components not previously included such as the distribution facility, site utilities, and a wider ramp surface. COUNCIL OPTIONS The City Council may: 1.Approve the submittal of a ConnectOregon grant application for the air cargo project. 2.Not approve the submittal of a ConnectOregon grant application for the air cargo project. 3.Modify the scope of the air cargo project and approve submittal of a revised ConnectOregon grant application. CITY MANAGER’S RECOMMENDATION The City Manager recommends that the City Council approve the submittal of a ConnectOregon grant application for the air cargo project. EUGENE ~ AIRPORT l\ir Cargo Project Eugene Airport 2006 Air Cargo has always played an important role in the viability of the Eugene Airport. The movement of goods remains an essential component of the economic vitality and development of the Southern Willamette Valley. Prior to September 11, 2001 scheduled airlines and small package entities actively transported cargo and mail through the Eugene Airport utilizing the cargo hold capacity on commercial aircraft or the services of air cargo haIidlers. Due to current security measures, the use of scheduled airlines for US mail delivery has all but <;eased putting an even bigger burden on the exclusive cargo carriers. This shift also means more freight was redirected to trucking, placing a higher burden on 1-5. The changing landscllpe of air freight/cargo means that the Eugene Airport must move forward to accommodate the changing needs of shippers and air freight/cargo handlers using the airport as a gateway to the region. Current conditions make it difficult to support the expanding freight/cargo business with an open air truck-to-truck ramp operation. Further, some existing facilities at the airport are antiquated and need modernization, or are deficient for the needs of users. The Connect Oregon grant creates an. opportunity for the Eugene Airport to meet immediate needs and be positioned for future growth in this important segment of the State of Oregon's intermodal transportation system. The movement of goods in and out of the region by air is centered at Eugene and the regions' economy relies heavily on the continuation of accessibility and the efficiency of delivery services for local businesses. The proposed expansion will support continued business groWth, help insure the retention of jobs, and stimulate new employment in.the region by strengthe~gthe intermodallinks that support the movement of products and time sensitive materials. Additionally, quieter, more fuel efficient aircraft will be able .to use the new facility. Recently completed airfield improvements at the Eugene Airport have improved safety and reliability, moving Eugene to the top of quality air transportation facilities in the. Northwest. The Connect Oregon grant will enable Eugene to leverage federal Airport Improvement Program funds for the project creating the appropriate environment to attract new activity, and expand capacity for existing air freight/cargo companies. Improved reliability, on-time performance and relieving pressure from the congested 1-5 corridor will be of significant benefit to the community for many years to come. _ J The Eugene Airport's proposal includes the extension of existing taxiways, expansion of the air cargo ramp to accommodate larger aircraft and consolidation of existing operations, and the construction of a freight/cargo facility enabling air freight/cargo companies to conduct business more efficiently in all weather conditions. The proposed building is designed with the expandability and flexibility to handle scheduled. airline freight, incumbent small packllge shippers and air cargo carriers not currently operating at the airport. Approval of this multi-million dollar project would also create substantial local area employment during the construction period I . j Since the airport has already conducted the necessary planning, amended appropriate land. use documents, completed the necessary land purchases, upgraded adjacent airfield facilities, .examined environmental impacts, and consulted with users, the Eugene Airport is ready to initiate the project subject to the determination that financial support would be available. The granting of State -monies through the Connect Oregon legislation .comes at a pivotal time. The value received from this proposed enhancement to Oregon's transportation system makes this project a top priority for the Southern Willamette Valley. J . Water, sewer, underground electrical and cable service will be provided to the air cargo facility. Appr9ximately 650 lineal feet of 8-inch water line for fire protection and potable will be constructed with a connection to an exiSting8-inch water line that services the l.ane COIlllDunity College maintenance hangar. A new 8-inch gravity sanitary sewer line will be constructed from the facility with. a connection to the airport gravity sewer main at the intersection of Douglas Drive and Lockheed Drive. The proposed sanitary sewer line is appmximately 5,.310 feet long with an alignment along the future airport entrance mad. The undergroundelectricalservi~ will be pmvided by anew duct bank line that wiIltie into an existing EWEB primary 12kV transformer about 1,000 feet from the air cargo building. Two existing transformers currently serving the ramp lights will be relocated outside the expanded ramp area. Underground telephone and cable service will be provided by a new 1,960 foot duct bank from the air cargo facility to the intersection of Nrport Road and Douglas Drive. ~urity Fenting and Access Gate. The existing access gate located north of the cargo ramp will be replace<lwith anew gate appmximately 200 feet east along the cargo rampservice road to accommodate the cargo rnmp expansion. Approximately 1,130 lineal feet of new security fenc~g will be installed for the expanded cargo ramp and relocated security access gate. This combined amount of SI,094,256 I'eJ>resents 20% of the total project cost (including construction and engineering). " I The Alaska Air Group sees a continuing need to maintain a cargo business at Eugene at the present time. ,_ i I ; . j Since the current cargo facility will be torn down soon and since the Airport will not allow airlines to accept cargo business over the counter, then Horizon will need to lease space in the proposed cargo development if we decide to continue a cargo service in Eugene. , . j Phil, we are very cost conscious. We work on razor thin margins. The new cargo location will require us to purchase, maintain and fuel additional tugs and carts because of the distance to the flight line. It may require additional staff to run the freight from this more remote location. I ! . j The lease costs of this new facility must be low. We would like to have a part in developing the design and layout of our space in this building. We cannot afford a facility that is overbuilt and over-designed. We will not pay for a facility that features architectural whims and makes artistic and environmental statements about the community. We wilJ notpay for art. ConnectOregon is a lottery bond-based, $100 million legislative initiative to invest in air, rail, marine, and transit infrastructure to ensure Oregon's transportation system is strong, diverse, and efficient. Who ultimately benefits from ConnectOregon projects? All Oregonians will reap the benefits from enhancing Oregon's transportation infrastructure. Should there be delays affecting one or more regions, this will not hold up making the 15 percent allocation to other regions which are ready. What if $15 million worth of projects are not submitted for every region? Given the need for transportation system improvements throughout the state, ODOT anticipates that each region will submit at least $15 million in project requests. How much time will the advisory boards and committees have to evaluate applications? ODOT expects to post information on all project applications that are found to be complete and eligible on the ConnectOregon web site by early February 2006. The advisory organizations named in Senate Bill 71 will have approximately eight weeks to make project recommendations. How will projects from different modes be fairly compared and evaluated? The Oregon Transportation Commission will consider the projects that are in the best interest of the state's transportation system. How will marine projects be selected? Marine projects will be given the same consideration and go through the same process as other projects; all applications will be received by ODOT. There is no specific marine advisory committee listed in the bill, however, there are many groups and stakeholders (e.g., Area Commissions on Transportation) not named in Senate Bill 71, and ODOT encourages these various groups to discuss and consider potential projects. Can ConnectOregon funds be used in combination with a variety of other funding sources to complete a project? Yes. The funds can be used in combination with federal, state, local, and private sources to finance the project. Will ODOT or ODA require a lien or other assurance of applicant/project viability? A recorded lien will be required to protect the state's interest if a private firm or local government goes broke or is bought out.
