AN ORDINANCE CONCERNING METRO PLAN AMENDMENTS; AND
AMENDING SECTION 9.I36 OF THE EUGENE CODE, 1911.
THE CITY OF EUGENE DOES ORDAIN AS FOLLO4~S:
Section 1. Section 9.136 of the Eugene Code, 1971 is amended by adding
a new subparagraph 4. to paragraph ~c~ thereof, to read and provide:
9,136 Metro Plan - Decision Criteria. In order to enact a Plan amendment,
adoption by all three governing bodies of an identical version of
the proposed Plan amendment will be necessary. A decision on a proposed plan
amendment shall include written findings of fact and conclusions of law and
be based on the following criteria:
~a} The Plan amendment is consistent with applicable State-
wi de Pl ann ~ ng Goals ; and
~b~ The Plan amendment is consistent with the fundamental
principles and applicable policies of the Metro Plan; and
~c~ The Plan amendment is found to address one ar more of
the fallowing:
1. An error in the publication of the Plan; or
2, Circumstances have changed in a substantial runner
that was not anticipated in the Plan; or
3. Incorporti an into .the Plan, fol 1 owi ng acknowl edg-
ment, of newly inventoried material which relates to a State-
wide Gaal; or
4. A change in public policy.
