AN ORDINANCE ADOPTING AMENDMENTS TO THE EUGENE-SPRINGFIELD
METROPOLITAN AREA GENERAL PLAN PERTAINING TO NON-CONTIGUOUS
ANNEXATIONS, AND REPEALING ORDINANCE N0. 19450.
The City Council of the City of Eugene finds as follows:
1. The Eugene-Springfield Metropolitan area General Plan Metro Plan}
was adopted by the Eugene City Council on July 28, 1980, and amendments
thereto have been subsequently adopted by Ordinance.
2. On January 12, 1951, the Eugene Planning Commission recommended to
the City Council the adoption of amendments to the Metro Plan pertainin to

non-contiguous annexations.
3. The City Council held a public hearing thereon on March 9, 1987,
and approved the amendments to the Metro Plan as recommended by the Plannin

Comm~ss~on through adoption of Ordinance No. 19450.
4. To achieve consensus with the amendments pertaining to non-conti uaus

pp y ane County and the City of Spr~ngf~eld, as prescribed
in Chapter Iv of the Metro Plan, the City Council held a second ublic hear-

g 1987, and finds that Ordinance No. 19450 should be repealed
and the amendments hereinafter set forth adopted.
5. Findings in support of the adaptian of these amendments to the
Metro Plan are set forth in Exhibit A attached hereto and incor orated herein

by reference.
6. Based on the above record and findings, the City Council concludes
that the Metro P1 an amendments set forth below are consistent with the Land
Conservation and Development Commission statewide land use plannin oals

with the unamended portion of the Eugene-Spr~ngf~eld Metropolitan Area Gen-
eral Plan, and with other applicable City plans and policies .
NOW, THEREFORE,
THE CITY OF EUGENE D0E5 ORDAIN AS FOLLOWS;
Section 1. Ordinance No. 19450, passed by the Council and approved by
the Mayor on March 9, 1987, is repealed.
Section 2. The findings set forth above and the findings contained in
Exhibit A attached hereto are adopted, and incorporated herein by reference.
Section 3. Chapter II, Section B, of the Metro Plan is amended to re-
vise Growth Management and the Urban Service Area Policy 11 to read and ro-
vide as follows: p

I1. When the following criteria are met, either Springfield
or Eugene may annex land which is not contiguous to its boundary:
a. The area to be annexed will be provided an urban
servicets} which is dare} desired immediately by residents/
property owners.
b. The area to be annexed can be serviced with a minimum
level of services as directed in the Metropolitan Plan} in a
timely and cost-efficient manner and is a logical extension of
the city's service delivery system.
c. The annexation proposal is accompanied by support
within the area proposed fvr annexation from the owners of at
least half the land area in the affected territory.
