AN ORDINANCE ADOPTING AMENDMENTS T4 THE EUGENE-SPRINGFIELD
METROPOLITAN AREA GENERAL PLAN.
The City Council of the City of Eugene finds that:
1. The Eugene-Springfield Metropolitan Area General Plan Metro Plan
was adopted by the Eugene City Council on July 28, 198o, and amendments
thereto have been subsequently adoptd by Ordinance.
2. On August•18, 1981, the Planning Commissions of the Cities of
Eugene and 5pringf~eld and Lane County held a public hearing on a re nest b

the Metro Plan to allow for the extension of water service to the stud a man-

3. The Lane County Planning Commission, Springfield Planning Commis-
sion and Eugene Planning Commission, at their respective meetings on Se tem-
ber 1, 1987 Se tember 2 1987 p
p and September 14, 1987 voted to approve the
requested Metra Plan text change.
4. On October 14, 1987 the Eugene City Council and Springfield Cit
Counci 1 het d a 'oi nt ub1 i y
~ p c hearing on the requested Metro Plan text change.
5. Findings in support of adoption of this amendment to the Metro P1 an
text are set forth in Exhibit "A" attached hereto, and incor orated herein

by reference.
6. Based on the above record and findings, the City Council concludes
that the Metra Plan amendment set forth below is consistent with the land
Conservation and Development Commission statewide land use tannin oats

with the unamended portion of the Eugene-Springfield Metro alitan Area Gen-
eral Plan and •p
with other applicable City plans and pol~c~es.
NOW, THEREFORE,
THE CITY OF EUGENE DOES ORDAIN AS FOLLOWS;
Section 1. The findings set forth above, and the findings contained
in Exhibit "A" attached hereto are adopted, and incorporated by reference.
Section 2. Policy ~ on page III-G-4 of the Metro Pi an is amended to
read and provide as follows:
"~. Sewer and water service sha11 not be extended beyond the
urban growth boundary except ta:
a. The Mahlon Sweet Field Airport and the Regional Waste-
water Sludge Management Facility, both public facilities
serving the enure metropolitan area.

b. An existing development outside the urban growth bound-
ary when ~t has been determined that it poses an immedi-
ate threat of public health or safety to the citizens
of the metropolitan area that can only be remedied by
extension of the service.
~n addition, the cities may require annexation as a prere-
quisite to extending these services in any instance.

METROPOLITAN WASTEWATER MANAGEMENT COMMISSIaN ~MwMC~
1. The Plan amendment is consistent with applicable Statewide Planning Goals.
The Statewide Planning Goals which are applicable to this request are: #3,
Agri cut tural Lands; #~, Air, Water and Land Resources Quality; #11, Publ i c
Foci 1 i ti es and Services; and #~4, Urbani Kati on . Findings have been prepared by
the applicant showing that the request conforms to these goals, The
applicant's findings are accurate and are hereby made a part of these findings
by reference,
2. The Plan amendment is consistent with the fundamental principles and
applicable policies of the Metro Pian.
The amendment i s consistent with the fundamental p~ri nci pl es and appl i cabl e
policies of the Metro Pl an. Extending water service to this foci l i ty would be
compatible with other P1 an pal i ci es that 1 i mi t the provision of urban services
outside the urban growth boundary. The sludge disposal site i s a foci l i ty
which helps provide a key urban service~~sanitary sewer treatments to the
metropolitan area. Because of its nature, it is best situated outside the
urban growth boundary,
Approval of this request would not create a precedent for other urban service
extensions beyond the urban growth boundary, as the proposed Plan text
additions clearly state that the sludge di spasm site helps provi de a key
urban service ~ sani tary sewage treatments . It wain d not be passible to approve
other service extension requests using this language, unless they were
associated with urban foci 1 i ti es, such as the ai rpart, which are also located
outside the urban growth boundary.
3, The Pian amendment is found to address one or mare of the fallowing:
~a~ An error in the publication of the Pian; or
~b~ Circumstances have changed in a substantial manner that was not
anticipated in the Pian; ar
(c~ incorporation into the Plan, following acknowledgement, of newly-
inventoried material which relates to a Statewide Planning Goal; or
~d) A change in public policy,
Item 3~b~ is addressed by this request. It was originally assumed that the
sludge management site could economically obtain water from an on~site well,
Additional research has proven this assumption incorrect, due to the need far
chlorination. Since the site assists in providing a key urban service, this
change in circumstances supports a corresponding addition to the Plan text
permitting the extension of water service,
