AN ORDINANCE CONCERNING COMMUNITY SERVICE SPECIALISTS;
AMENDING SECTIONS 2.660, 4.330, 5.012, 5.225, 5.23I,
5.260, 5.275, 5.695, AND 5.980 DF THE EUGENE CODE,
191I; AND DECLARING AN EMERGENCY.
THE CITY OF EUGENE DOES ORDAIN A5 FOLLOWS:
Section 1. Section 2.660 of the Eugene Code, I971, is amended by adding
new subsections ~3} and ~4} thereto, to provide:
2.660 Police De artment -Duties, Generall .
~3} A community service specialist shall perform such duties as
may be,required by the charter of the city, the provisions of this code, or
d~rect~ons of the city manager. A community service specialist shall have
the authority to enforce all parking, vehicle storage, noise disturbance ro-
v~s~ans of sections 4.0 p
8o and 4.083 of this code, and animal regulations
permitted under the laws of this state and city by issuance of a citation,
but is not authorized to arrest.

t~on of a community service specialist while such individual is engaged in
any of the duties pursuant to the provisions of subsection ~3} of this sec-
t~on and is wearing an authorized insignia or uniform.
Section 2. The definition of Animal control officer set forth in 5ec-
tion 4.330 of the Eugene Code, I971, is amended to provide:
4.330 Animal Control - Definitions. For purposes of sections 4.330 to
4.490 of this chapter, the following words and phrases mean:
Animal control officer. A city community service specialist
or the person employed by the Animal Regulation Authority and
empowered to enforce provisions of these animal regulatians, in-
cluding issuing citations pursuant to section 2.770 far violations
of sections 4.334 to 4.490.
Section 3. Section 5.012 of the Eugene Code, I97I, is amended to pro-
vide:
5.072 Authorit of Police Cadets - Traffic Control.
~1} In the event of a public emergency ar public event, as defined

in section 5.010 of this code, police cadets acting at the direction of and
under the direct supervision of a police officer shall have the same author-
ity as a palice officer when directing traffic on the streets or public
thoroughfares of the city.

tion of a duly authorized police cadet while such individual is en a ed in

g, pu suant to.the provisions of subsection ~1} of this sec-
t~on and ~s wearing an authorized ~ns~gn~a or uniform.
Section 4. Subsection ~6} of Section 5.225 of the Eugene Code, 1971,
is amended to provide:
5.225 Prohibited Sto in , Standin and Parkin .
~6} In the event a vehicle has been found standing or parked, in
violation of subsections ~1} and ~2} of this section, in addition to and
after issuance of a citation for violation, the vehicle ma be removed

section 5.695 of this chapter.
Section 5, Subsection ~3} of Section 5,231 of the Eugene Code, 1911
is amended to provide:
5.231 Prohibited Parkin -Immobilization of vehicles Involved.

police officer of the city who finds a vehicle so located that its o erator

vehicle in accordance with section 5.700 of this code.
Section 6. Section 5.260 of the Eugene Cade, 1971, is amended to ro-

vide:
5.260 Action b Police Officer Parkin Control Officer or Communit
Service S ecialist. Whenever a police officer, parking control
afficer or community service specialist shall find a motor vehicle arked
unattended with t p
he ~gn~t~on key in the vehicle in violation of section 5.255,
the officer is authorized to remove the key from the vehicle and deliver the
key to the person in charge of the police station.
Secti„on 7. Section 5.215 of the Eugene Code, 1971, is amended to ro-

to issue citations and notices of violation of parking provisions of this
code to violators, but are not authorized to arrest, Such citations or
notices of violation shall be in a form approved by the city attorney and
need not be verified by oath.
Section 8. Subsection ~~} of Section 5.695 of the Eugene Code, 1971,
is amended to provide:

sold.
Section 9, Subsection ~1} of Section 5.980 of the Eugene Code 1971 is
amended to provide:

a vehicle as authorized by this chapter:
~a}, Except as otherwise provided in this section, shall

fib} May retain possession of the vehicle and contents until
such charges are paid; and
~c} Shall provide written notice, approved by the city,
conta~n~ng ~nfarmation on the procedures necessary to obtain the
release of the vehicle and judicial review or hearing as rovided
in sections 5.67 p
5 and 5.697 of this chapter to each person who
seeks to redeem the vehicle.
Section lo. The City Recorder, at the request of ar with the concur-
rence of the City Attorney, i s authorized to administratively correct an

reference errors contained herein or i n other provisions of the Eu ene Code

1911 to the provisions amended herein.
Section 11. That the matters contained herein concern the public we1-

fare and safety and therefore, an emergency is hereby declared to exist, and
this Ordinance shall become effective immediately upon its passage by the
City Council and approval by the Mayor.
