A RESOLUTION CALLING A PUBLIC HEARING TO CONSIDER
PROPOSED WITHDRAWAL OF TERRITORIES FROM THE
RIVER ROAD WATER DISTRICT AND RIVER ROAD PARK
AND RECREATION DISTRICT AND FROM THE SANTA CLARA
WATER DISTRICT.
RECITALS:
A. The Lane County Local Government Boundary Commission by its Notice dated
January 9, 2006, advised that pursuant to ORS 199.466 and ORS 199.519, the following
described real property was annexed to the City of Eugene, effective May 9,2005:
Tax Lot 300, Assessor's Map 17-04-23-20 and a portion of Rosy
Turn right-of-way, located in the River Road region of north
Eugene, south of Beltline Road, west of River Road, west of Lake
Drive, north of Rosy Turn, and more particularly described on
Exhibit 1 attached hereto and incorporated herein by reference.

That property is contained in and is a part of the River Road Water District and River
Road Park and Recreation District. The City desires that the property so annexed be withdrawn
from those Districts and that the City assume proportionate liability for the part of the Districts
so withdrawn.
B. The Lane County Local Government Boundary Commission by its Notice dated
January 9, 2006, advised that pursuant to ORS 199.466 and ORS 199.519, the following
described real property was annexed to the City of Eugene, effective July 15, 2005:
Tax Lot 1100, Assessor's Map 17-04-23-20, located in the River
Road region of north Eugene, south of Beltline Road, west of
River Road, north of North Park Avenue, east of Rossmore
Avenue, west of Lake Drive, and more particularly described on
Exhibit 2 attached hereto and incorporated herein by reference.

That property is contained in and is a part of the River Road Water District and River
Road Park and Recreation District. The City desires that the property so annexed be withdrawn
from those Districts and that the City assume proportionate liability for the part of the Districts
so withdrawn.

January 9, 2006, advised that pursuant to ORS 199.466 and ORS 199.519, the following
described real property was annexed to the City of Eugene, effective August 29, 2005:

Road region of north Eugene, south of Beltline Road, west of
River Road, south of Bushnell Lane, east of Anthony Way, and
more particularly described on Exhibit 3 attached hereto and

That property is contained in and is a part of the River Road Water District and River
Road Park and Recreation District. The City desires that the property so annexed be withdrawn
from those Districts and that the City assume proportionate liability for the part of the Districts
so withdrawn.
D. The Lane County Local Government Boundary Commission by its Notice dated
January 9, 2006, advised that pursuant to ORS 199.466 and ORS 199.519, the following
described real property was annexed to the City of Eugene, effective November 9,2005:
Tax Lot 1304, Assessor's Map 17-04-14-23, located in the River
Road region of north Eugene, south of Beltline Road, west of
River Road, south and west of Bushnell Lane, east of Labona
Street, and more particularly described on Exhibit 4 attached

That property is contained in and is a part of the River Road Water District and River
Road Park and Recreation District. The City desires that the property so annexed be withdrawn
from those Districts and that the City assume proportionate liability for the part of the Districts
so withdrawn.
E. The Lane County Local Government Boundary Commission by its Notice dated
January 9, 2006, advised that pursuant to ORS 199.466 and ORS 199.519, the following
described real property was annexed to the City of Eugene, effective November 14,2005:
Tax Lot 1303, Assessor's Map 17-04-14-23, located in the River
Road region of north Eugene, south of Beltline Road, west of
River Road, west of Park Avenue, north of Maxwell Road, east of
Anthony Way, south of Bushnell Lane, and more particularly
described on Exhibit 5 attached hereto and incorporated herein by

That property is contained in and is a part of the River Road Water District and River
Road Park and Recreation District. The City desires that the property so annexed be withdrawn
from those Districts and that the City assume proportionate liability for the part of the Districts
so withdrawn.
F. The Lane County Local Government Boundary Commission by its Notice dated
January 9, 2006, advised that pursuant to ORS 199.466 and ORS 199.519, the following
described real property was annexed to the City of Eugene, effective November 9, 2005:

That property is contained in and is a part of the River Road Water District and River
Road Park and Recreation District. The City desires that the property so annexed be withdrawn
from those Districts and that the City assume proportionate liability for the part of the Districts

G. The Lane County Local Government Boundary Commission by its Notice dated
January 9, 2006, advised that pursuant to ORS 199.466 and ORS 199.519, the following
described real property was annexed to the City of Eugene, effective November 21, 2005:
Tax Lot 4800, Assessor's Map 17-04-13-32, located in the River
Road region of north Eugene, south of Beltline Road, east of
River Road, south of River Avenue, west of Camelot Street, north
of Howard Avenue, and more particularly described on Exhibit 7
attached hereto and incorporated herein by reference. (Scott; EC

That property is contained in and is a part of the River Road Water District and River
Road Park and Recreation District. The City desires that the property so annexed be withdrawn
from those Districts and that the City assume proportionate liability for the part of the Districts
so withdrawn.
H. The Lane County Local Government Boundary Commission by its Notice dated
January 9, 2006, advised that pursuant to ORS 199.466 and ORS 199.519, the following
described real property was annexed to the City of Eugene, effective December 12, 2005:
Tax Lot 5100, Assessor's Map 17-04-23-11, and Maple Drive
right-of way, located in the River Road region of north Eugene,
south of Beltline Road, west of River Road, south of Horn Lane,
north of West Hilliard Lane, and more particularly described on
Exhibit 8 attached hereto and incorporated herein by reference.

January 10, 2006, advised that pursuant to ORS 199.466 and ORS 199.519, the following
described real property was annexed to the City of Eugene, effective January 9, 2006:
Tax Lots 4100 and 4200, Assessor's Map 17-04-23-44, located in
the River Road region of north Eugene, south of Beltline Road,
west of River Road, south of Park Avenue, southwest of Filbert
Avenue, and west of Knoop Lane, and more particularly described
on Exhibit 9 attached hereto and incorporated herein by reference.

January 9, 2006, advised that pursuant to ORS 199.466 and ORS 199.519, the following

Road region of north Eugene, south of Beltline Road, west of
River Road and Berwin Lane, east of Labona Drive, and north of
Skipper Avenue, and more particularly described on Exhibit 10

That property is contained in and is a part of the River Road Water District and River
Road Park and Recreation District. The City desires that the property so annexed be withdrawn
from those Districts and that the City assume proportionate liability for the part of the Districts
so withdrawn.
K. The Lane County Local Government Boundary Commission is expected to act
on, and issue, a Notice advising that pursuant to ORS 199.466 and ORS 199.519, the following
described real property will be annexed to the City of Eugene, with an effective date prior to
February 27,2006:
Tax Lot 3800, Assessor's Map 17-04-23-12, located in the River
Road region of north Eugene, east side of Oak Drive, north of
Horn Lane, west of River Road, to be more particularly described
on Exhibit 11 which will be attached to the Ordinance approving

That property is contained in and is a part of the River Road Water District and River
Road Park and Recreation District. The City desires that the property so annexed be withdrawn

Road Park and Recreation District. The City desires that the property so annexed be withdrawn

M. The Lane County Local Government Boundary Commission is expected to act
on, and issue, a Notice advising that pursuant to ORS 199.466 and ORS 199.519, the following
described real property will be annexed to the City of Eugene, with an effective date prior to
February 27,2006:

Road region of north Eugene, west of River Road, south side of
Howard Lane, to be more particularly described on Exhibit 13
which will be attached to the Ordinance approving the

Road Park and Recreation District. The City desires that the property so annexed be withdrawn
from that District and that the City assume proportionate liability for the part of the District so
withdrawn.
N. The Lane County Local Government Boundary Commission is expected to act
on, and issue, a Notice advising that pursuant to ORS 199.466 and ORS 199.519, the following
described real property will be annexed to the City of Eugene, with an effective date prior to
February 27,2006:
Tax Lots 1200, 1300, Assessor's Map 17-04-13-23, located in the
River Road region of north Eugene, east side of River Road, north
of Maxwell Road, south of River Avenue, north side of Owosso
Drive, to be more particularly described on Exhibit 14 which will

on, and issue, a Notice advising that pursuant to ORS 199.466 and ORS 199.519, the following
described real property will be annexed to the City of Eugene, with an effective date prior to
February 27, 2006:
Tax Lot 4001, Assessor's Map 17-04-23-24, located in the River
Road region of north Eugene, east of Northwest Expressway,
south side of N. Park Avenue, to be more particularly described
on Exhibit 15 which will be attached to the Ordinance approving

That property is contained in and is a part of the River Road Water District and River
Road Park and Recreation District. The City desires that the property so annexed be withdrawn
from that District and that the City assume proportionate liability for the part of the District so
withdrawn.
P. The Lane County Local Government Boundary Commission is expected to act
on, and issue, a Notice advising that pursuant to ORS 199.466 and ORS 199.519, the following
described real property will be annexed to the City of Eugene, with an effective date prior to
February 27,2006:
Tax Lot 100, Assessor's Map 17-04-23-42, located in the River
Road region of north Eugene, south side of Elkay Drive, east of
Northwest Expressway, and more particularly described on
Exhibit 16 attached hereto and incorporated herein by reference.

Q. The Lane County Local Government Boundary Commission is expected to act
on, and issue, a Notice advising that pursuant to ORS 199.466 and ORS 199.519, the following
described real property will be annexed to the City of Eugene, with an effective date prior to
February 27, 2006:
Tax Lots 3600, 3700, 3800, Assessor's Map 17-04-14-23, located
in the River Road region of north Eugene, east of Northwest
Expressway, south of Bushnell Lane E., north of Maxwell Road,

R. The Lane County Local Government Boundary Commission by its Final Order
No. 1250, approved February 3, 2005, advised that pursuant to ORS 199.490(1)(c), the
following described real property was annexed to the City of Eugene, effective March 21, 2005:
Tax Lot 800, Assessor's Map 17-04-02-44, located in the Santa
Clara region of north Eugene, north of Beltline Road, east of
River Road, north of Wilkes Drive, west of Scenic Drive, south of
Greenwood Street, and more particularly described on Exhibit 18
attached hereto and incorporated herein by reference. (Meigs; C

That property is contained in and is a part of the Santa Clara Water District. The City
desires that the property so annexed be withdrawn from that District and that the City assume
proportionate liability for the part of the District so withdrawn.
s. The Lane County Local Government Boundary Commission by its Final Order
No. 1252, approved April 7, 2005, advised that pursuant to ORS 199.490(1)(c), the following
described real property was annexed to the City of Eugene, effective May 23,2005:
Tax Lot 100, Assessor's Map 17-04-02-21, located in the Santa
Clara region of north Eugene, north of Beltline Road, east of
River Road, north of Spring Creek Drive, west of Spring
Meadow, and more particularly described on Exhibit 19 attached

That property is contained in and is a part of the Santa Clara Water District. The City
desires that the property so annexed be withdrawn from that District and that the City assume
proportionate liability for the part of the District so withdrawn.
T. The Lane County Local Government Boundary Commission by its Final Order
No. 1258, approved June 2, 2005, advised that pursuant to ORS 199.490(1)(c), the following
described real property was annexed to the City of Eugene, effective July 18, 2005:
Tax Lot 5300, Assessor's Map 17-04-11-13, and rights-of-way of
Ava Street and West Myoak Drive, located in the Santa Clara
region of north Eugene, north of Beltline Road, west of River
Road, north of Myoak Drive, east of Ava Street, and more

That property is contained in and is a part of the Santa Clara Water District. The City
desires that the property so annexed be withdrawn from that District and that the City assume

u. The Lane County Local Government Boundary Commission by its Final Order
No. 1256, approved June 2, 2005, advised that pursuant to ORS 199.490(1)(c), the following
described real property was annexed to the City of Eugene, effective July 18, 2005:
Tax Lot 3700, Assessor's Map 17-04-03-33, located in the Santa
Clara region of north Eugene, north of Beltline Road, west of
River Road, south of Irvington Drive, west of the Northwest
Expressway, and more particularly described on Exhibit 21
attached hereto and incorporated herein by reference. (G&R

That property is contained in and is a part of the Santa Clara Water District. The City
desires that the property so annexed be withdrawn from that District and that the City assume
proportionate liability for the part of the District so withdrawn.
V. The Lane County Local Government Boundary Commission by its Final Order
No. 1262, approved August 4,2005, advised that pursuant to ORS 199.490(1)(c), the following
described real property was annexed to the City of Eugene, effective September 19, 2005:
Tax Lot 3500, Assessor's Map 17-04-01-33, located in the Santa
Clara region of north Eugene, north of Beltline Road, east of
River Road, north of Wilkes Drive, west of Banner Street, east of
River Crest Drive, and more particularly described on Exhibit 22

That property is contained in and is a part of the Santa Clara Water District. The City
desires that the property so annexed be withdrawn from that District and that the City assume
proportionate liability for the part of the District so withdrawn.
w. The Lane County Local Government Boundary Commission by its Final Order
No. 1265, approved August 4, 2005, advised that pursuant to ORS 199.490(1)(c), the following
described real property was annexed to the City of Eugene, effective September 19,2005:
Tax Lot 2200, Assessor's Map 17-04-11-13, and right-of-way of
Quiet Lane, located in the Santa Clara region of north Eugene,
north of Beltline Road, west of River Road, north of Federal Lane,

x. The Lane County Local Government Boundary Commission by its Final Order
No. 1264, approved August 4, 2005, advised that pursuant to ORS 199.490(1)(c), the following
described real property was annexed to the City of Eugene, effective September 19, 2005:
Tax Lot 3000, Assessor's Map 17-04-10-42, located in the Santa
Clara region of north Eugene, north of Beltline Road, west of
River Road, north of Irving Road, east of the Northwest
Expressway, west of Arrowhead Street, and more particularly
described on Exhibit 24 attached hereto and incorporated herein

That property is contained in and is a part of the Santa Clara Water District. The City
desires that the property so annexed be withdrawn from that District and that the City assume
proportionate liability for the part of the District so withdrawn.
Y. The Lane County Local Government Boundary Commission by its Final Order
No. 1263, approved August 4,2005, advised that pursuant to ORS 199.490(1)(c), the following
described real property was annexed to the City of Eugene, effective September 19, 2005:
Tax Lots 1000 and 1100, Assessor's Map 17-04-11-23, located in
the Santa Clara region of north Eugene, north of Beltline Road,
west of River Road, north of Irving Road, west of Stark Street,
east of Hyacinth Street, including Bobolink Avenue, Webster
Street and a portion of Maesner Street, and more particularly
described on Exhibit 25 attached hereto (which excludes all road
rights-of-way) and incorporated herein by reference. (Young; C

That property is contained in and is a part of the Santa Clara Water District. The City
desires that the property so annexed be withdrawn from that District and that the City assume
proportionate liability for the part of the District so withdrawn.
z. The Lane County Local Government Boundary Commission by its Final Order
No. 1269, approved October 6,2005, advised that pursuant to ORS 199.490(1)(c), the following
described real property was annexed to the City of Eugene, effective November 21,2005:
Tax Lot 7100, Assessor's Map 17-04-11-42, located in the Santa
Clara region of north Eugene, north of Beltline Road, west of

desires that the property so annexed be withdrawn from that District and that the City assume
proportionate liability for the part of the District so withdrawn.
AA. The Lane County Local Government Boundary Commission by its Final Order
No. 1268, approved October 6,2005, advised that pursuant to ORS 199.490(1)(c), the following
described real property was annexed to the City of Eugene, effective November 21,2005:
Tax Lot 2101, Assessor's Map 17-04-12-40, located in the Santa
Clara region of north Eugene, north of Beltline Road, west of
Moore Street, east of Ross Lane, south of Lone Oak Avenue, and
more particularly described on Exhibit 27 attached hereto and

That property is contained in and is a part of the Santa Clara Water District. The City
desires that the property so annexed be withdrawn from that District and that the City assume
proportionate liability for the part of the District so withdrawn.
BB. The Lane County Local Government Boundary Commission advised that,
pursuant to ORS 199.445 and ORS 199.490(1)(c) and (7), the annexation of the following
described real property to the City of Eugene, will be approved and effective on January 30,
2006:
Tax Lot 5500, Assessor's Map 17-04-11-13, located in the Santa
Clara region of north Eugene, north of Beltline Road, west of
River Road and Ava Street, north of Federal Place (the portion of
W. Myoak Drive included in the annexation area is located at the
south boundary of Tax Lot 5500 and west of Ava Street), and
more particularly described on Exhibit 28 attached hereto and

That property is contained in and is a part of the Santa Clara Water District. The City
desires that the property so annexed be withdrawn from that District and that the City assume
proportionate liability for the part of the District so withdrawn.
cc. The Lane County Local Government Boundary Commission advised that,
pursuant to ORS 199.445 and ORS 199.490(1)(c) and (7), the annexation of the following
described real property to the City of Eugene, will be approved and effective on January 26,
2006:

That property is contained in and is a part of the Santa Clara Water District. The City
desires that the property so annexed be withdrawn from that District and that the City assume
proportionate liability for the part of the District so withdrawn.
DD. The Lane County Local Government Boundary Commission advised that,
pursuant to ORS 199.445 and ORS 199.490(1)(c) and (7), the annexation of the following
described real property to the City of Eugene, will be approved and effective on January 30,
2006:
Tax Lot 500, Assessor's Map 17-04-12-34, located in the Santa
Clara region of north Eugene, north of Beltline Road, east of
River Road, north of Lone Oak Avenue, south of Hunsaker Lane
(the portion of Ross Lane included in the annexation area is the
east one-half of the right-of-way adjacent to Tax Lot 500), and
more particularly described on Exhibit 30 attached hereto and

That property is contained in and is a part of the Santa Clara Water District. The City
desires that the property so annexed be withdrawn from that District and that the City assume
proportionate liability for the part of the District so withdrawn.
NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EUGENE, a
Municipal Corporation of the State of Oregon, as follows:
Section 1. The City Council proposes that the territories bounded by the lines running as
follows which have been, or are expected to be, annexed to the City of Eugene, shall be
withdrawn from the River Road Water District and River Road Parks and Recreation District:
Tax Lot 300, Assessor's Map 17-04-23-20 and a portion of Rosy
Turn right-of-way, located in the River Road region of north
Eugene, south of Beltline Road, west of River Road, west of Lake
Drive, north of Rosy Turn, and more particularly described on
Exhibit 1 attached hereto and incorporated herein by reference.
