AN ORDINANCE CONCERNING CITY BOARDS, COMMISSIONS
AND COMMITTEES; AMENDING SECTIONS 2.013, 2.a50,
2.224, 2.280, AND 3.119 OF THE EUGENE CODE, 1971;
ADDING SECTION 2.17o TO THAT CODE; AND DECEARING
AN EMERGENCY.
THE CITY OF EUGENE DOES ORDAIN AS FOEEOWS:
Section 1. Section 2.013 of the Eugene Cade, 1971, is amended by amend-

Youth, Emergency Medical Services Board, and Joint Parks Committee• and add-
ing the Eugene Celebration Steering Committee in alphabetical order therein
and amending Subsection ~6} thereof, to provide:

~6} All appointments to the boards, commissions and committees
of the city shall be made by the council as indicated in subsections ~I
}
and ~2} above, or as designated by the ordnance or state law creating the
board, commission or committee. In nominating or making appointments, the
council ar mayor shall take into consideration information provided by the
citizen interest form, and shall nominate or appoint only those persons who
at the time of appointment, reside within the city's urban growth boundary.
If during their term a member ceases to reside within the city's urban rowth

appointed to fill the position. The council, by majority vote, may waive
the residency requirement only if there is no qualified resident from within

appointment.
~c} Appointments which more appropriately should be
delegated to a committee on boards, commissions and committees
composed of councilors appointed by the mayor, which is
charged with the duty of reviewing the appropriate citizen
interest forms and making formal nominations or recommendations
for the council's consideration.

Section 2. Subsection ~1} of Section 2.050 of the Eugene Code, 1971,
is amended to provide:
2.050 Air art Commission - Created; Terms.
~1} There is hereby created an Airport Commission, hereinafter
referred to as "commission," which shall consist of nine members nominated
by the mayor and appointed by the council. Two of the members shall be
selected from recommendations made by the Lane County Board of County Com-
missioners. The two members recommended by the Board of County Commissisoners
shall be residents of Lane County, and may reside inside or outside the city's
urban growth boundary. The requirements of section 2.0136} of this code
that members reside within the city's urban growth boundary at the time of
their appointment and during their term of office is specifically waived for
the two members of the commission recommended by the Board of County Commis-
sioners. The chairman of the Aviation Committee of the Eugene Area Chamber
of Commerce shall be an ex officio and non-voting member of the Airport Com-
mission. His or her term shall coincide with his or her term as chairman of
the Aviation Committee. Other ex officio members may be appointed by the
mayor; however, they shall act in an advisory capacity and may not vote.
Section 3. Anew Section 2.170 is added to the Eugene Code, 1971, to
provide:
2.174 Eu ene Celebration Steerin Committee.
~1} A Eugene celebration steering committee is created, consist-
~ng of 21 members nominated by the mayor and appointed by the council,
which shat 1 be responsible for coordination of the annual Eugene Cel ebra-
tion.
~2} For the term of office commencing January 1, 1989, seven
members shall be appointed for a one year term; seven members shall be
appointed for a two year term; and seven members shall be appointed for a
three year term. Thereafter, all appointments shall be to fill an unexpired
term or for a three-year term, as the case may be.
~3} In order to encourage involvement from metro-area residents
in the activities of the committee, the requirement of section 2.013~b} of
this code that members reside within the city's urban growth boundary is
waived to the extent that up to six members of the committee need not reside
within the city's urban growth boundary at the time of their appointment or
during their term of office, provided their place of residence is located
within 30 miles of the city limits.
Section 4. Subsection ~3} of Section 2,224 of the Eugene Code, 1971,
is amended to provide:

~3} In order tv insure that the commission is composed of the
most qualified members available and willing to serve, the requirement of
section 2.0136} of this code that members reside within the city's urban
growth boundary is specifically waived, and members need not reside within
the city's urban growth boundary at the time of their appointment or during
their term of office.
Section 5. Subsection ~2} of Section 2.280 of the Eugene Code, 1911,
is amended to provide:
2.280 Youth Commission.
~2} The youth commission sha11 consist of seven members of the
public and one local elected official. The cvunci1 sha11 appoint the members
and fill any vacancies, after interviews and recommendations by the council
subcommittee. Members sha11 be appointed through a public process which in-
cludes open applications and interviews of finalists by the council subcom-
mittee. In order to provide continuity, initial appointees sha11 include two
members selected for a one-year term, three members selected for a two-year
term, and two members selected for a three-year term. Thereafter, all
appointments shall be to fill an unexpired term or for a three-year term, as
the case may be.
Section 6. Section 3.119 of the Eugene Code, 1971, is amended to pro-
vide:
3.119 Ambulance - Emer enc Medical Services Board; Created. There is
hereby created an emergency medical services board for the cities
of Eugene and Springfield that shall be comprised of five ~5} members, in-
clud~ng one representative from each of the following:
~a} One citizen who is not a member of or associated with the
field of medicine,
fib} Lane County Fire Defense Board, and
~c} Dne physician from each of the following hospitals:
Sacred Heart, Eugene Clinic, and McKenzie ~il1amette. The hospi-
tals' Emergency Department Administrator shall submit to the mayor
the names of qualified physicians willing to serve.
Members shall be nominated by the mayors and appointed by the city councils
to serve for a two-year term, except the initial appointment of the citizen
member under subparagraph ~a} above sha11 be made by the city of Springfield,
and thereafter, the appointment authority sha11 alternative between the cities
of Eugene and Springfield. In addition, each ambulance operator's physician-
adv~sor shall hold an ex-officio position for so long as he ar she continues
to act as physician-advisor to the ambulance operator. A11 members sha11
serve without compensation. The provisions of section 2.007 of this code
apply to the emergency medical services board.

Section 7. The City Recorder, at the request of or with the concurrence
of the City attorney, is authorized to administratively correct any reference
errors contained herein or in other provisions of the Eugene Code, 1971 to
the provisians amended, added or repealed herein.
Section 8. That the matters contained herein concern the public we1-
fare, and in order to insure the orderly implementation of these provisions,
an emergency is hereby declared to exist, and this Ordinance shall become
effective immediately upon its passage by the Council and approval by the
Mayor. Unless otherwise provided herein, the term of any board, commission
or committee members appointed hereunder shall commence January 1, 1989.
