HomeMy WebLinkAboutOrdinance No. 19589ORDINANCE N0. 19589 AN ORDINANCE CONCERNING MISCELLANEOUS SIGNS; AMENDING SECTION 5.670 OF THE EUGENE CODE, 1971; AND DECLARING AN EMERGENCY. THE CITY OF EUGENE DOES ORDAIN AS FOLLOWS: Section 1. Section 5,570 of the Eugene Code, 1971, is amended to ro- p vide: 8.570 Miscellaneous Signs. ~ 1 } Pub1 ~,c , Sins . Al 1 signs erected by a publ i c officer i n the performance of a public duty are exempted from all of the rovisions of this code exce t re ulati p f p g ons perta~n~ng to construction and safety. ~2} The following signs are exempted from the re uirements of this code to obtain a ermi q p t. ~a}• Tem arar si ns. One non-illuminated pole or wall tem- porary sign not exceeding eight feet in height and 32 square feet per face in area may be located on each tract of pro ert . A si n of not more than 12 s uare fe g q et of surface area, and not more than eight feet ~n height, used only to identify and locate a service entrance or service facility, provided that such sign cannot project an further than that allowed i ~ y n the underlying sign d~str~ct. ~c} Small non-illuminated si ns. Attached to a buildin u to 12 s uare feet and not e ~ g p q xceed~ng eight feet ~n height. ~d} Bus si ns. Non-illuminated signs attached to the exter- iors of buses operated by amass transit district or anized under ORS Cha ter 267 so g p long as the surface area of all such signs placed upon a vehicle does not exceed 11,034 s uare inches and the surface q area of signs placed upon any one side of a vehicle does not exceed 4,320 square inches. ~e}. Institutional si ns. Any sign of any public, charitable or religious institution, when located on the premises of such institution, provided such sign shall not exceed 32 s uare feet in surface area and is ' q . ,, .indirectly lighted. Reader board signs are permitted with a maximum surface area of 32 square feet, either wall-mounted or pole-mounted, with a maximum hei ht of ei ht feet. f Confer g g . ~ } ence and convention si ns. Hotels, motels conven- tion centers, and auditoriums may have one banner installed on the building where an event is being held. The si n ma be installed u to seven g y p days before and may remain in place up to three da s y Ordinance - 1 after the event. It shall be flat, structure/wall mounted, and may be up to 120 square feet in surface area. ~3} A permit must be obtained for community event si ns but the are exem ted from the re ~ g y p qu~rement to pay a+fee. Community event signs, such as banners, pennants, and similar signs which are in the ublic interest and for which no racti ~ p p cal alternative means of s~gnage exists, may be located in the right-of-way subject to a permit approved by the cit mana er or the y g manager's designee. Issuance of such a permit may be governed b administra- tive rules ado ted b the y p y .city manager under the procedures set out in section 3:012 of this code. Provided, however, the location and lacement of these s~ ns shall be rev' ~ ~ ~ p g .sewed by the city sign ~nspectar to ~1} avoid conflict with traffic control signs and devices, ~2} avoid blocking other ermanent si ns ,p 9 and ~3} ensure safe construction and ~nsta1lat~on. Section 2. The City Recorder, at the request of, or with the concur- rence of the City Attorney, is authorized to administrativel correct an y y reference errors contained herein or in other provisions of the Eu ene Code g 1911, to the provisions added, amended or repealed herein. Section 3. That the matters contained herein concern the ublic welfare p and safety, and therefore, an emergency is hereby declared to exist and ' this Ordinance shall become effective immediately u on its assn e b the Ci p p g y ty Council and approva] by the Mayor.
