AN ORDINANCE APPRavING THE EUGENE COMMUNITY
INVESTMENT COMPANY APPLICATIaN FoR MULTIPLE--
UNIT PRpPERTY TAx ExEMPTZQN.
The City Council of the City of Eugene finds that:
The Eugene Community Investment Company is the owner of real
property located at 1001 Washington Street, Eugene, Oregon, and
more particularly described as:
Tax Lots 9100 and 9500, Assessor's Map 17-43-31-24
and has submitted an application to the Department of Housing and
Community Conservation HCC} pursuant to the City `~ s ~~ultiple-Unit
Rental Housing Property Tax Exemption Program Sections 2.945 and
x.947 of the Eugene Code, 1971} with respect to the improvements
to be constructed thereon.
eThe application has been reviewed and approved by the Joint
housing Committee, the effected neighborhood organization, and
appropriate City departments. HCC has reviewed the application
and supportive material, and in accordance with the Amended and
Restated Standards and Guidelines for Processing Applications for
Multiple-Unit Rental Housing Local Property Tax Exemption adapted
by Resolution No. 353 on May 27, 1951, has adopted findings and
recommended to the Council that the application be approved, sub-
ject to certain conditions more specifically set forth herein.
The project is an eligible structure as defined in the Stand-
ards and Guidelines; is a rental project far the elderly, at
rental rates accessible to a broad range of the general public;
is located within the project area; and the applicant has agreed
to include within the project design elements of benefit to the
general public extending beyond the period of exemption, as set
forth below.
The project is in conformance with all applicable local plans
and planning regulations, and the applicant has submitted all
materials, documents and fees required by the City and has complied
with all the provisions of the City's Standards and Guidelines.
Now, therefore, based upon the findings set forth above, and
the findings of HCC, which are incorporated herein by reference and
adopted by the Council as additional findings,
THE CITY of EUGENE DOES ORDAIN AS F4LLQWS:
Section 1. The application of Eugene Comr~unity Investment
Company for a property tax exemption under the City's Multiple-Unit

Property Tax Exemption Program for the improvements to be construc-
ted upon the property located at 1001 Washington Street, Eugene,
Oregon, and more particularly described as:

be, and the same is hereby approved, subject to the fallowing condi-
tions:

1. The project shall be completed before January 1,
2. The project shall consist of housing for the
elderly, providing month-to-month rental or lifetime pre-
paid rent at rates accessible to a broad range of the
general public, with monthly service fees to cover the
costs of meals, utilities, taxes, health programs, and
maintenance.
3. Common areas shall be included in the project,
including outdoor patios and decks, a library area, club
roam, a greenhouse, roof gardens, project kitchen and
dining room, a crafts room, spa, exercise room, and
showers, and a public restroom.
4. The building shall provide for the privacy and
security of tenants with radio-controlled electric roll-up
security grills provided for the parking located under the
new construction, and access to the residential areas
limited to two points, both controlled by a telephone
entrance system. Mini-blinds shall be provided for all
windows.
5. A variety at energy-saving features shall be
incorporated in the building, including 2 x 6 construction
and heavily insulated walls, low infiltration windows,
foam core exterior doors, thermally separated elevator
shaft, and law temperature project kitchen dishwasher.
6. A 20~-foot square area at the corner of 10th Ave-
nue and Washington Street will be provided as a vest pocket
park which will be open to the public. It will contain
inward--facing benches which will be separated from the
street by raised planter beds, and will lessen the demand
for public open space and parks.
7. The building will contain a lounge and garden
terrace which will be open to the public when the activity
scheduled therein is sponsored by a resident of the build-

S. The existing sidewalks shall be removed and re-
placed with new sidewalks constructed to City specifications,

and the parking strips reseeded and provided with irriga--
tian.
Section 2. That the improvements to be constructed upan the
property described in Section 1 above are hereby declared exempt
from local property taxation commencing January 1 of the year
following certification of completion and continuing for a continu-
ous period of 10 years unless earlier terminated in accordance with
the provisions of Section 2.947 of the Eugene Code, 1971.
Section 3. That HCC is directed to forward a copy of this
Ordinance to the applicant within lD days from the date hereof, and
to cause a copy of the Ordinance to be filed with the Lane County
Assessor on or before January 1, 1983.
