T~~e City Council authorized the execution of a contract for the construction of the local improvemen ts on August 9 , lg 82; ' The local improvements have been constructed in accordance with the contract and applicable provisions of the Eugene City Cade and the cast thereof and amount to be assessed have been ascertained to be: Item ~. THE CITY OF EI~GEr~E DOES ORDAIIN AS FOLLOWS: Section 1. That the City Council of the Cit~~of Eugene does r ~3.~ hereby determine that each parcel of land ar lot hereinbefore described is specifically benefitted to the extent of the assessment hereinbefore set forth, and does hereby declare each and all of said assessments to be liens upon the .respective lots, parts of lots or arcels of land p against which said several amounts are assessed, and orders and directs the ~~~nance Officer .~ to enter in the docket of City Liens, a statement thereof . containing the fallowing: First: A description of each lot, part of lot or acreage properly liable far such improvement. Second: The name of the owner or reputed owner thereof or that the name of the owner is unknown. Third: The sum assessed upon said property and the date of enterin g the sane in the said docket of City Liens. Section 4. That these provisions concern the public welfare because of the necessity~to promptly record and ascertain the am ount of each assessment and the lien arising therefrom, and the need to promptly notify affected property owners, and therefore an emer enc is hereb ~ y y declared to exist, and this ordinance sha11 became effective. immediately upon its passage by the Council and approval by the Mayor. ~ ~ .
