AN ORDINANCE AMENDING THE NOVEMBER 1999 STREET
CLASSIFICATION MAP ADOPTED BY ORDINANCE NO. 20181 TO
CLASSIFY ALL OF THE CREST DRIVE AREA STREETS AS LOCAL
STREETS.
The City Council of the City of Eugene finds that:
A. In Eugene, as in other cities, a large portion of the public right -of -way is devoted
to transportation facilities such as streets, sidewalks, bikeways, and access ways used by
automobiles, trucks, transit vehicles, bicycles, and pedestrians.
B. On November 22, 1999 by ordinance No. 20 181, the City Council adopted the
November 1999 Street Classification Map ( "1999 Map "). The 1999 Map depicts the
classification of major streets within the Eugene Urban Growth Boundary.
C. The 1999 Map did not classify all of the streets in the Crest Drive neighborhood.
The 1999 Map shows a portion of the streets in the Crest Drive neighborhood with grey shading
(the shaded area on the 1999 Map is hereinafter referred to as the "Crest Drive Area "). A
corresponding note in the legend of the 1999 Map states that the streets within the shaded area
will be classified after the adoption of a Crest Drive Area Transportation Study.
D. On May 8, 2006, the City Council approved a context sensitive solution process
to develop street designs for the Crest Drive Area. The context sensitive solutions process was a
collaborative, interdisciplinary project development approach that involved all stakeholders to
develop a transportation facility that fit its physical setting while maintaining safety and mobility
for all users, and reflecting community needs. The goal of context sensitive solutions was to
create early, open, honest and continuous communications and sharing of information and
knowledge throughout the design process.
E. On October 22, 2007, the City Council adopted Resolution 4919 amending the
Design Standards and Guidelines for Eugene Streets, Sidewalks, Bikeways and Accessways to
allow for streets in the Crest Drive Area to have a 9' minimum travel lane width.
F. On April 14, 2008, the City Council approved the context sensitive street design
for Crest Drive, Storey Boulevard and Friendly Street. The approved street design includes a
street width of 18 feet (two nine -foot travel lanes) and a sidewalk on one side of the street for all
of Crest Drive, Storey Boulevard and Friendly Street. The sidewalk will be setback from the
street for a less than half of the total length of the sidewalk. The approved design also includes
traffic calming elements to be located on all of the streets. Also on April 14, 2005, the City
Council adopted Resolution 4927 amending the Design Standards and Guidelines for Eugene
Streets, Sidewalks, Bikeways and Accessways and the Eugene Local Street Plan to allow for
sidewalks in the Crest Drive Area to have a 4' minimum width.

G. on April 14, 2008, the City Council passed a motion directing the City Manager
to return to Council an ordinance classifying all of the streets within the geographic boundaries
of the Crest Drive Area as Local streets. Based on Council's motion, the streets within the Crest
Drive Area should be classified as Local Streets, as specifically shown on Exhibit A attached
hereto.
Now, therefore, based on the above findings,
THE CITY of EUGENE DOES ORDAIN AS FOLLOWS:
Section 1. The 1999 Street Classification Map is hereby amended to classify the
streets within the geographic boundaries of the Crest Drive Area in the manner shown on Exhibit
A, attached hereto.
Section 2. The 1999 Street Classification Map is hereby amended to remove the
shading that identifies the Crest Drive Area boundary and the corresponding language related
thereto in the legend of the 1999 Map.
Section 3 . Except as amended herein, the 1999 Street Classification Map, adopted by
Ordinance No. 20181, remains in full force and effect. To the extent any street classification
contained in Exhibit A conflicts with a classification contained in any other ordinance,
resolution, order or plan, except local streets in the Eugene Local Street Plan, the classification in
Exhibit A controls.
