RECITALS: The City Counci I of the City of Eugene did by Resolution No. 3521-_, adopted June 10 lg 81 , determine to pave streets and construct sidewalks an Todd Street from West 18th Aven to 500 feet south of Ellen Street; and on Ellen Street from 85 feet west of Buck Streete to l00 feet east of Coventry Way The City Council authorized the execution of a contract for .the construction of the local improvements on July 21 lg 81 .~ ~ s ~ . ' The local improvements haue been constructed in accordance with 'she contract and applicable provisions of the Eugene City Code and the cast thereof and amount to be assessed have been ascertained to be: Item ~ 1. THE CITY OF EI~GEPJE DOES ORDAif~ AS FOLLOWS Section 1. That the total cost of paving and sidewalk on Tadd Street from West 18th Avenue to 500 feet south of E11en Street; and on E11en Street from 85 feet west of Buck Street to lOO feet east of Coventry Way in the City of Eugene, is the sum of ~ 157,126.17 , aforesaid, which i s by this ordinance assessed against the parcel s of property hereinafter described in the amounts set opposite, respectively. Section 2. That the City Counci 1 of the City of Eugene does hereby determine that each parcel of land ar lot hereinbefare described i s specifically benefi tted to the extent of the assessment hereinbefare set forth, and does hereby declare each and all of said assessments to be 1 i ens upon the respective lots , parts of 1 ots or parcels of 1 and against which said several amounts are assessed, and orders and directs the Finanee Office to enter in the docket of City liens, a statement thereof containing the following: First: R description of each lot, part of tat ar acreage properly 1iab1e for such improvement. Second: The name of the owner ar reputed owner thereof, or that the name of the owner is unknown. Third: The sum assessed upon said property and the date of entering the same in the said docket of City Liens. Section 4. That these provisions concern the public welfare because of the necessity to promptly record and ascertain the amount of each assessment and the lien arising therefrom, and the need to promptly notify affected property owners, and therefore an emergency is hereby declared to exist, and this Ordinance shall become effective immediately upon its passage by the Counci 1 and approval by the Mayor.
