AN ORDINANCE CONCERNING BONDING REQUIREMENTS
FCR ALARM EQUIPMENT SUPPLIERS AND ALARM
MONITOR2NG SERvICE5; AMENDING SECTION 3.010
OF THE EUGENE CODE, 1972; AND DECLARING AN
EMERGENCY.
The City Council of the City of Eugene finds that:
The table of licensed businesses contained in Section 3.010 of
the Eugene Code, 1971, provides that applicants for an Alarm Equip-
ment Supplier and Alarm Monitoring Service license must provide a
surety bond in the amount of $10, 400.00, M
The expense of providing a bond in this amount creates a finan-
cial hardship for licensees, and the Finance Director has recommended
that the bonding requirement be lowered to $5,000.00. In making
this recommendation the Finance Director advises that during the
approximately eight years this requirement has been in effect, no
claims against a bonded licensee have been filed with the City, and,
further, it is extremely unlikely that if any claims were made that
they would exceed $5,000.00. In addition, other cities such as
Portland and Salem have found their bonding requirement of $5,000..00
to .be more than adequate.
The City's Police Department and Fire Department have been can--
sulted by the Finance Director and concur with his recommendation
that the banding requirement be lowered to $5,000.00,
Based upon the above findings, it appears to be in the best
public interest to lessen the financial burden on these licensees
by decreasing the bonding requirement to $5,000.00.
Now, therefore,
THE CITY OF EUGENE DOES ORDAIN AS FOLLOWS:
Section 1. The band requirement for Alarm Equipment Supplier
and Alarm Monitoring Service as set forth in Column E of the table
of licensed businesses in Section 3.010 of the Eugene Code, 1971,
is hereby amended by deleting the figure $10,000 and inserting
therein the figure $5,000.
Section 2. That the matters contained herein concern the
public welfare and safety, and in order tv assure the orderly imple-
mentation of these provisions, an emergency is hereby declared to
exist, and this Ordinance shall become effective immediately upon
its passage by the City Council and approval by the Mayor, and shall
apply far all licenses issued or renewed after January 1, 1983.
