THE CITY pF EUGENE DpES ORDAIN A5 FOLLDWS: Section 1., The City Council does hereby order an election to be held in the City of Eugene, Oregon, concurrent. with the s ecial Y p election on Tuesday, May l~', 1983, at which election there shall be submitted to the electors of the City far their a royal or re'ec- Pp ~ Lion, the following Measure, to-wit: MEASURE SUBMITTED To THE vpTERS BY THE CITY COUNCIL MEASURE Np. 51 Sha~.l City of Eugene tax owners of property in Down-- town Development District $190,588 for x.983-~5~ free- park~.ng program? THE CITY pF EUGENE DOES pRDAIN AS Fo.LLOWS: BE IT ENACTED BY THE ELECTORS GF THE CITY OF EUGENE, OREGON: Section 1. Measure authorizes tax of $190,5$8 out- side Constitutional 6 percent limitation .on ownership of real property in Downtown Development District only and not elsewhere in City for operating expenses of District July 1, 1983 to June 30, 198, If Measure is approved, operating budget of District to be financed by taxation on ownership of real property in District for Tax Year 1983--84 will be $2,000 less than the operating budget so financed in preceding year. Section 2. If voters approve this Measure, the Down-~ town Commission will be able to cont~.nue to provide FREE ~rdznance -~ 1 t ~I /02l a parking for patrons of the Downtown area. The cost for providing this service is paid partly by taxation on prop-~ erty owners within the Downtown Development District boundaries and is not supported by taxes outside these boundaries, If this Measure is approved, all of the tax will be financed by District taxpayers without any partial. payment by the State. Sectian 3, .This Measure shall become effective duly 1, 1983. Section 2. The proposed Measure shall. be placed upon the offi- _ cial ballot by the City Recorder. There shall be furnished to the County Clerk for Lane County a certified copy of the ballot title for the Measure and number of the Measure to be voted upon. The City :attorney shall prepare and the City Recorder shall furnish the ballot title for the Measure and direct that. the County Clerk for Lane County place the Measure upon the regular ballot to be used at the special election to be held on May l7, 1983, to be voted upon by the electors of the City. Section 3, The necessary poll books, ballot boxes, tally sheets and such other supplies far each precinct as are necessary for the carrying on of the election shall be furnished by the County ..y Clerk far Lane County, and the supplies shall ~be delivered to the _ -~ Election Board. Sectian 4. The City Council hereby orders that the election shall be held concurrently with the special election on May 17, 1983 and hereby designates as the polling places far the election in the City of Eugene the polling places established and designated for the special election, and the City Council does hereby appoint the Clerks appointed to serve at the special election to serve in each of the polling places for the City election. The polls shall be open in each of the voting pre- cincts at 8:04 o'clock a.m,, Pacific Daylight Time, and shall be kept open until 8:00 p,m,, Pacific Daylight Time, on election day, Section 6. The Clerk acting as chairman of the Election Board in the special election shall be chairman of the same Board of which he or she is a member in the City election, and the ballots shall be counted and tabulated and the results certified as rovid p ed by law. Section 7. The City Recorder is directed to give not less than ten days notice of the election by publication of one notice thereof in the Eugene Register Guard, a newspaper published in the City and of general circulation therein. Section $, The matters contained herein affect the peace health, and safety of the citizens of the City of Eugene, and there- fore an emergency is hereby declared to exist, and this Ordinance shall become effective immediately upon its passage by the City Council and approval by the Mayor. This election is called for the purpose of voting on the following Measure of the City of Eugene: Measure 51: TITLE: '~AU'IHoRIZING DOWNTQWN FREE PARKING DISTRICT TAx" PURPOSE: Measure authorizes tax of $190,588 outside Constituti©na1 6a .limitation on owner- ship of real property in Downtown Development _ District only and not elsewhere in City for operating expenses of District July 1, 1983 to June 30, 1984. If Measure is approved, operating budget of District to be financed by taxation on ownership of real property in District for 'Iax Year 1983--84 will be $2, 000 less than the operating budget so financed in preceding year.
