AN ORDINANCE CONCERNING THE EUGENE PRIVATE
INDUSTRY COUNCIL UNDER THE JOB TRAINING PARTNER-
SHIP ACT PUBLIC LAW 97--300}, AMENDING SECTIONS
2.013, 2.137, 2.139 AND 2.141 OF THE EUGENE CODE,
1971; PROVIDING AN EFFECTIVE DATE; AND DECLARING
AN EMERGENCY.
THE CITY OF EUGENE DOES ORDAIN AS FOLLOWS:
Section 1. The reference to CETA Eugene Private Industry
Council contained in the table of boards, commissions and committees
in subsection tl} of Section 2.013 of the Eugene Code, 1971 is here-
by amended to read and provide:

Section 2. Sections 2.137, 2.139 and 2.141 of the Eugene Code,
1971, are hereby amended to read and provide:
2.137 JTPA Eu ene Private Industr Council - Created. Pursu-
ant to the Job Training Partnership Act, the JTPA Eugene
private industry council is hereby established to provide policy
guidance for, and exercise independent oversight with respect
to, activities under the job training plan for the City of
Eugene Service Deliverer Area, which Area is defined as the jur-
isdictional limits of the city as they now or hereafter may
exist.
2.139 JTPA Eu ene Private Industr Council - Membership, Term
of Office .
~l} The JTPA Eugene private industry council shall con-
sist of a minimum of 17 members. The members shall be nominated
by the mayor from among those candidates recommended or nomi-
nated by applicable agencies in the City of Eugene Service Deliv-

ery~Area as set forth in the Job Training Partnership Act, and
appointed by the city council. The members shall include rep-
resentatives of the followingo
~.a} The private sector ~.a minimum of 9 members,
and always a majority of the total membership};
fib} Education agencies ~a minimum of 1 member};
~c} Organized labor ~a minimum of 1 member};
~d} rehabilitation agencies ~a minimum of 1 mem-
ber } ;
~.e} Community-based organizations ~a minimum of
1 member};
~f} Economic development agencies ~a minimum of
1 member};
fig} State of Oregon Employment Division ~a mini-
mum of 1 member } ;
~_h} State of Oregon Adult and Family Services
Division ~a minimum of 1 member} ;
~i} Veterans organizations ~a minimum of 1 mem-
ber } ;
~2} Except as provided herein for initial members,
the term of office for each member shall commence on January 1
and shall be for a period of four years, terminating an Decem-
ber 3l of the fourth year. The term of office of initial mem-
bers shall be:
~a} Six members shall be appointed to serve a
four-year term;
fib} Six members shall be appointed to serve a
three-year term;
~c} Five members shall be appointed to serve a
two-year term,
with the terms .commencing on the date specified in their appoint-
ment and terminating on December 31 of the last year of the mem-
ber's term.. Tn addition to the l7 members provided for herein,
additional members may be appointed to the council, and any
members so appointed shall serve far a four year term.
~ 3 } Vacancies in office shall be filled in the same
manner as original appointments.
~4} ~ member may be removed for cause by an affirmative
vote of the city council at any time prior to the expiration of
his or her term.
2.141 .JTPA Eugene Private Industr Council - Officers, Meet-
ings, Rules, and Procedures. The initial members of
the JTPA Eugene private industry council shall adopt bylaws that
provide for the method of appointment of officers , the frequency
of meetings, attendance requirements, the formation of sub-
committees, and rules of procedure necessary for the conduct of
its business. The bylaws and rules shall be consistent with
state law, the city charter and coder and applicable JTPA rules
and regulations, The bylaws and rules shall be submitted tv the

city council and become effective upon council approval thereof.
The chair of the J~'PA Eugene private industry council shall be
selected from among the members who are representatives of the
private sector. As used herein, "private sector" means persons
who are owners, chief executives or chief operating officers of
private for-profit employers and mayor nongovernmental employers,
such as health and educational institutions or other executives
of such employers who have substantial management or policy
responsibility.
Section 3. That the provisions contained herein concern the
public welfare, and in order to insure the timely and orderly imple-
mentation of these provisions, an emergency is hereby declared to
exist, and this Ordinance, and the provisions contained herein shall
be effective as of May 1, l9 53 .
