RECITALS: The City Council of the City of Eugene did by Resolution No. 3113 , adopted ~ S~e~tember $ l9 82 ,determine to pave and contract sanitary sewer, storm sewer and sidewalk i n Spring Boulevard from 30th Avneue to Dogwood Street The City Council authorized the execution of a contract for the construction of the lgcal improvements on February 28 , l9 83 ; .The estimated cost thereof is ascertained, and the amount to be assessed in accordance with applicable provisions of the Eugene City Code has been determined to be: Item 1. That the ~st~i~mated cast Qf paving, sanitary sewer, storm sewer sand sidewalk in Spring Boulevard from 30th Avenue to Dogwood Street in the City of Eugene, is the sum of ~ 37,582.3b , afaresaid9 which is by this ordinance assessed ,against the parcels of property hereinafter described in the amounts set opposite, respectively. Section 2. Section 3. That the City Council of the City of Eugene does hereby determine that each parcel of land ar lot hereinbefore described i s speci fi cal 1y benefi tted to the extent of the assessment hereinbefore set forth, and does hereby dec1 are each and all of said assessments to be liens upon the respective tats, parts of lots or parcels of land against which said several amounts are assessed, and orders and directs the Finance Office to enter in the docket~of City Liens, a statement thereof containing the fallowing: . First: A description of each tat, part of lot or acreage properly liable far such improvement. Second: The name of the owner or reputed owner thereof, ar that the name of the owner is unknown. Third: The sum assessed upon said property and the date of entering the same in the said docket of City Liens. Section 4. That these provisions concern the public welfare because of the necessity to promptly record and ascertain the amount of each assessment-and the lien arising therefrom, and the need to promptly notify affected property owners, and therefore an emergency is hereby declared to exist, and this Ordinance sha11 became effective immediately upon its passage by the Council and approval by the Mayor.
