HomeMy WebLinkAboutOrdinance No. 19145ORDINANCE N0. ~~~ AN ORDINANCE CONCERNING LICENSING OF COMMERCIAL SOLICITORS; AMENDING SECTIONS 3.010 AND 4.860 OF THE EUGENE CODE, 1971; AND DECLARING AN EMER- GENCY. THE CITY OF EUGENE DOES ORDAIN AS FOLLOWS: Section 1. Section 3.41D of the Eugene Code, 1971, is hereby amended by adding a new Note 21 thereto, to read and provide: 3.D1D Nate 21. The commercial, solicitor's license may be issued with conditions necessary to prohibit the vendor from blocking or interfering with the flaw of vehicular and pedes- trian traffic, from interfering with the tranquility of res i- dential areas, or such other conditions necessary for the pro- tection of the health, safety and welfare of the residents of the city. The city manager is authorised to issue regulations regarding the standards and process fox issuance, renewal and revocation of a commercial solicitor's license. Section 2. Subsection ~4} of Section 4.$64 of the Eugene Code, 1971, is hereby amended to read and provide: 4.86D Certain Activities an Streets and Sidewalks Prohibited. ~4} No person shall set up or operate a vehicle, stand or place for the display or sa1,e of merchandise, or sell, vend, or display for sale an article in the streets or on the sidewalks or in doorways or stairways of business hawses, or in any other place where such activity causes congregation and con-- gestian of people or vehicles on the streets or sidewalks unless such activity is first licensed by the city under provisions of chapter 3 of this code. Section 3. That the matters contained herein concern the public welfare and safety and therefore, an emergency is hereby declared to exist, and this Ordinance shall become effective immediately upon its passage by the City Council and approval by the Mayor.
