The City Council has established the method o`,calculatinq focal

improvement assessments in Sections 7.110 through 1.80 of the Eugene City
Code; and
P~otice of the proposed assessment to the owners and reputed owners
of the hereinafter designated parcels of real property has been heretofore duly
and regularly given in compliance with the provisions of Chapter 7 of the
Eugene city Code, and the City Council has heard any and all protests,
objections and remonstrances thereto and has fully considered them.

Section 1. That the esti~ate.d cost of paving, sanitary sewer anal storm
sewer in Willow Creek Road and Willow Creek Circle from the intersection 18th Avenue
and Wi11ow Creek Road to 200 feet west; and sanitary sewer and storm sewer from
western terminus of Wi 11 ow Creek Circle to 800 feet south
7n the City of Eugene, ~s the sum of ~ 524,152.87 , aforesaid, which
is by this ordinance assessed against the parcels of property hereinafter
described in the amounts.set apposite, respectively,
Section ~. That the City Council of the City of Eugene, Qregon,
does hereby determine and assess each lot and part of lot being in Eugene,
Lane County, Oregon, to-wit:

Section 3. That the City Counci 1 of the City of Eugene does
hereby determine that each parcel of 1 and or 1 of herei nbefore described
is specifically benefitted to the extent of the assessment hereinbefore
set forth, and does hereby declare each and all of said assessments to
be 1 i ens upon the respective 1 ots, parts of 1 ots or parcels of 1 and
against which said several amounts are assessed, and orders and directs
the finance Office to enter in the docket of City Liens, a statement thereof
containing the fallowing:
first: A description of each tat, part of lot or acreage properly
1 iab1e for such improvement.
Second: The name of the owner or reputed owner thereof, or that
the name of the owner is unknown.
Third: The sum assessed upon said property and the date of entering
the same in the said docket of City Liens.
Section 4. That these provisions concern the public welfare
because of the necessity to promptly retard and ascertain the amount of
each assessment and the lien arising therefrom, and the need to promptly
notify affected property owners, and therefore an emergency is hereby
declared to exist, and this Ordinance sha11 became effective immediately
upon its passage by the Council and approval by the Mayor.
