HomeMy WebLinkAboutOrdinance No. 19213ORDINANCE NO. 1~~~ AN ORDINANCE CONCERNING '~EATHERIZATION STANDARDS FOR RESIDENTIAE HOMES; AMENDING QRDINANCE NO, 15757; CREATING NEG~ REVYE'~ AND EFFECTIVE DATES; AND DECLARING AN EMERGENCY. The City Council of the City of Eugene finds that: 1. On February 9, 1981 the City Council enacted Eu ene Ordi- g nance No. 18757 which established mandatory weatherization standards for residential structures; 2, Section 3 of Eugene Ordinance No. 18757 required Cit Y Council review of the provisions of that Ordinance by Januar 11 Y , 1984; 3. On the basis of that review, it appears that the substan- tive provisions of that ordinance should not be effectuated on Janu- ary 1~, 19 8 5 . On the basis of these findings and the staff report, Ordinance No. 18757 should be amended, and .THE CITY OF EUGENE DOES ORDAIN AS FOLLOWS: Section 1. Section 3 of Ordinance No. 18757 is hereb amended y by substituting the language "the f~.rst Council meeting in Januar Yr 1988 for the language "January 11, 1984" in the first sentence thereof. Section 2. Section 4 of Ordinance No. 1575? is hereb amended Y to read and provide: Section 4. That subsection ~e~ of Sectian 8,305 of ' the Eugene Coder 1971 as herein provided shall become effec- tive January 1, 1989. Ordinance - 1 i 9'zi3 Section 3. ordinance No. 1$757 is further amended by substi- toting the date "January 1, 1959" for the date "January 1, 1985" in subsection ~e } of Subsection ~_7 ~ of Section 8.3 0 5 of the Eugene Code, 19?1 as the same was adopted by Section 2 of Ordinance No. 18757. Section 4. That the matters contained herein concern the public health, safety and welfare and therefore, an emergency is hereby declared to exist, and this ordinance shall become effec- tive immediately upon its passage by the City Council and approval by the Mayor.
