AN ORDINANCE CONCERNING PARK AREAS; AN~ENDING SEC-
TIONS 4.145 AND 4.190 OF THE EUGENE CODE, 1971;
AND DECLARING AN EN~ERGENCY.
THE CITY OF EUGENE DOES ORDAIN AS FOLLOWS:
Section 1. Section 4.105 of the Eugene Code, 19?1, is hereby
amended by deleting the definition of "Des~,gnated picnic area" con-
tained therein.
Section 2. Subsection ~.3} of Section 4.190 of the Eugene Code,
1971, is hereby amended to read and provide:
4.190 Consum tion in Unlicensed Public Places Prohibited.

liquor may be drunk or consumed within city parks or county parks
within the city li~its, provided such drinkin or Consum tian

takes place only as authorized by the director of parks and
recreation of the city pursuant to a park rule adapted in accord-
ance with the prova.sions of sections 2.512 et seq. of this code
and so long as, if so required by state law, the activity has
been licensed, in advance, for drinking or consumption ur oses

by the commission.
Section 3. That the matters contained herein affect the public
welfare and safety and therefore, an emergency is hereby declared to
exist, and this Ordinance shall become effective immediately upon
its passage by the City Council and approval by the Mayor.
