TIONS 8.6 2 0 , 5.6 7 0 , AND $ . 6 9 0 of THE EUGENE
CODE, 1971; AND DEC~AP,YNG AN EMERGENCY.
THE CITY OF EUGENE DOE" oRDAIN AS FO~LOwS:
Section 1. Section 8.620 of the Eugene Cade, 1971, is hereb

Banner. A temporary sign composed of lightweight
material either enclosed or not enclosed in a ri id
frame, secured or mounted s g

the sign caused by movement of the atmosphere.
Section 2. Section 8.670 of the Eugene Code, 1971, is hereb

amended by adding new subparagraphs ~_~} and ~k} thereto, to read
and provide:

~j} Communit event signs. Noncommercial, non-
product, or service-oriented banners, pennants, and
similar signs announcing a community event desi noted
by the cit council. Provi g

and placement of these signs shall be reviewed by the
.city sign inspector to ~1} avoid conflict with traffic
control signs and devices, ~.2} avoid blocking other
permanent signs, and ~3} ensure safe construction a

the designated community event. Community event
banners on buildings shall. not exoeed 10Q of the wall
area on which located, with a maximum surface area of
250 square feet. All other community event banners on
private property, or banners across a public street
shall not exceed 100 square feet in surface area.

advertising or welcoming groups or organizations s on--

tion may be installed an the building where the event
`~~~is being held. The sign may be installed u to 7 da s

before and may remain in place up to 3 days after the
event. It shall be flat, structure/wall mounted, and
may be up to l20 square feet in surface area.

Section 3. Subparagraph fig} of Section 8.690 of the Eugene
Code, 1971, is hereby amended to read and provide:

fig} Which consists of banners, flags, posters,
pennants, ribbons, streamers, strings of light bulbs,
spinners, or elements creating sound or smell which
are signs defined by tha.s code, except seasonal decora-
tions, community event signs, and conference and con-
vention signs as permitted by section S . 6 7a ~ f } , ~ i } ,
~ j } , and ~k } of this co~,e .
Section 4. That the matters contained herein concern the
public welfare, and in order to insure the orderly implementation
of the procedures herein provided, an emergency is hereby declared
to exist, and this ordinance shall become effective immediately
upon its passage by the City Caunci~, and approval by the Mayor.
