AN ORDINANCE ADOPTING AMENDMENT5 To THE EUGENE~-
SPRINGFIELD METROPOLITAN AREA GENERAL PL,,AN;
AMENDING ORDINANCE No. 18927; AND DECLARING AN
EMERGENCY.
The City Council of the City of Eugene finds that:
1. The Eugene-Springfield Metropolitan Area General Plan
Metro Plan} was adopted by the Eugene City Council on July 28,
1980, and amendments thereto were subsequently adopted on February
8, 1982 by Eugene Ordinance No. 18927.
2. That part of the Metro Plan with the urban growth bound-
ary was acknowledged by the Land Conservation and Development Com-
mission LCDC} as consistent with statewide land use planning goals
in August, 1982.
3. Lane County is submitting for LCDC acknowledgment that
part of the Metro Plan outside of the urban growth boundary and
~~ithin the jurisdictional boundary of the Metro Plan area of influ-
ence}, As part of that acknowledgment request, Lane County seeks an
exception to statewide land use resource goals for areas which are
built-upon or committed to non-resource uses.
4. The City has previously agreed to exceptions for those
areas identified in the Metropolitan Plan Update Exceptions Work-
ing Paper of November, 1981 and set forth in Exhibit "A" to this
Ordinance.
5. Under the plan amendment procedure set forth in Chapter Iv
and Appendix A to the Metro Plan, Lane County has initiated plan
amendments for an additional three areas in the Metro Plan area of
influence, Those amendments have been referred to the City of Eugene
for review, comment, and adoption. The three additional areas are
described in Exhibit "A" to this Ordinance.
NOW, THEREFORE, based on the above findings,
THE CITY OF EUGENE DOES ORDAIN AS FOLLOWS.
Section 1. An exception under LCDC Goal 2 to LCDC Goals 3 and
4 for those properties described in Exhibit "A" to this ordinance is
adopted as an amendment to the Eugene-Springfield Metropolitan Area
General Plan, to the Plan diagram where applicable, and to the pro-
visions of City of Eugene ordinance Na. 18927 enacted February 8,
1982.
Section 2. The matters contained herein concern the public
welfare and safety. It is necessary for effective consideration
by the Land Conservation and Development Commission of the Lane
ordinance - 1
County comprehensive plan acknowledgetent request for this Ordinance
to be effective sooner than thirty days from its date of enactment.
Therefore, an emergency is hereby declared to exist, and this Ordi-
nance shall be effective upt~n its passage by the City Council,
approval by the Mayor, adoption of the plan amendment by the City
of Springfield and Lane County, and ratification of the amendment
by the Board of Directors of the Lane Council of Governments.
