HomeMy WebLinkAboutOrdinance No. 19239ORDINANCE NO. ~~~j~ AN ORDzNANCE CREATING AN INTERIM COMMUNITY DEVELOPMENT COMMITTEE; AMENDING SECTIONS 2.013 AND 2«1105 OF THE EUGENE CODE, 1971; REPEALING SECTIONS 2.244, 2.242, 2.244, 2.246, 2.24$, 2.250, 2.252, 2.254, 2.256 AND 2.25$ OF THAT CODE; AND DECLARING AN EMERGENCY. THE CITY CF EUGENE DOES ORDAIN AS FOLLOWS: Section 1. Section 2.413 of the Eugene Code, 1971, is hereby amended by deleting the Community Development Committee and Joint Housing Committee from the table set forth therein. Section 2. Subsection ~d} of Section 2.1105 of the Eugene Code, 1971, is hereby amended to read and provide: 2.1105 ~d} Committee means the interim community de- velopment committee. Section 3 Sections 2.240, 2.242, 2.244, 2.246, 2.248, 2.254, 2.252, 2.254, 2.256, and 2.255 of the Eugene Code, 1971, are hereby repealed. Section 4. An Interim Community Development Committee is here- by established as an advisory committee to the Council for a period of one year from the date hereof, unless earlier dissolved by the .. creation of a permanent committee charged w~.th performing the same ar similar functions, subject to the following: A. Purpose. The Interim Community Development Com- mittee Committee} shall formulate. recommendations far con- sideration by the City Council regarding a permanent Council advisory committee on the City's community develop- ment and housing programs. The Committee shall specifically: 1. Made recommendations to the C.~ty Council with respect to the future direction of the City's community development and housing programs and policies; ,~ Ordinance - 1 /9.z,3 q 2. Formulate proposals based on the recom- mendations for the program direct~.on concerning the appropriate structure of a permanent advisory committee that would ha~re the responsibility far future policy recommendations in the program areas; 3. Act as an ad~risory committee to the Council with respect to the community development and housing programs by: a. Recommending new or amended program policies it deems necessary, b. Reviewing documents, reports, and grant applications as required to fulfill Federal grant program regulations, and c. Such other housing and community development activities as the Council may direct. B. Membership. The Cor~mittee shall consist of; 1. Two City Councilors, 2, one Planning Commission member, ~. Two members of the former Joint Housing Committee .abolished herein} , 4. Two members of the former Community Development Committee abolished herein}, 5. Cne member of the Downtown Commission, and 6. One neighborhood leader, who shall be nominated by the Mayor and appointed by the Council. In making the nominations and appointments, the Mayor and Council shall consider applicable Federal regulations affecting the programs over which the Committee shall have any respan- sib.ility. C. Term and Offices. The term of each member shall commence an the .date of appointment and expire at the time a permanent Committee is created and this interim committee dissolved, unless earlier dissolved by the Council. The Mayor shall appoint ane member to serve as Chairperson of the Committee. D. Procedures. The Comn~,ittee may adopt and alter rules and/or bylaws governing its conduct and procedures, providing they are consistent with state laws and applicable provisions of City policies, Ordinances, and Charter, and sub'ect to Council approval. Section 5. That the matters contained herein affect the public welfare, and in order to .insure continuity in the administration of Ordinance - 2 /%.23' the City's co~ununity deyelop~nent and housing programs and compliance with Federal xe.gulati~ns, an e~e.~.~ency ~.s h.e.~eb~ declared to exist, and this grdinance shall b.eco~e. ~e~.~.ect.i:ve ~nediately upon its pas- sage by the City Council and appr.oyal by the ~aypr.
