ADMINISTRATIVE ORDER
OF THE
PUBLIC WORKS DIRECTOR
City of Eugene, Oregon
IN ORDER TO:
A. Charge to local improvement districts, engineering fees that
closely reflect average costs; and,
B. Provide a fair and equitable charge for services to property
owners;
THE PUBLIC WORKS DIRECTOR FINDS THAT:
1. The amount currently charged for engineering services to
local improvement districts is not adequate to recover the
actual costs incurred.
2. A study and analysis of these fees has been completed.
3. An increase in the current charge rate of 21% needs to be
implemented in order that the City may recover, on current
and new projects, an amount that more closely reflects
actual costs.
4. The analysis indicates that engineering costs for projects
constructed in 1993 will average 23% for project construc-
tion costs.
BASED ON THE ABOVE FINDINGS, THE PUBLIC WORKS DIRECTOR ORDERS THAT:
Property owners in local improvement districts be
assessed a charge for engineering services at a rate of
23% of actual project construction costs. This rate
will apply to all projects assessed after July 1, 1992
until changed by administrative order.
In accordance with authority granted by Section 7.00~he Eugene Code,
1971, this administrative order is issued and dated ~ ~ ,1992.
