ADMINISTRATIVE ORDER NO. 58-92-13
of the City of Eugene
ESTABLISHING FEES FOR
METROPOLITAN WASTEWATER MANAGEMENT COMMISSION
FACILITIES EQUALIZATION CHARGE
The City Manager of the City of Eugene finds as follows:
A. Sections 2.020 and 7.710 of the Eugene Code, 1971, authorize the
City Manager to determine and set fees and charges to be imposed by the City
for services, goods, use of municipal property, licenses and permits, includ-
ing those set forth in the Methodologies; City of Eugene Systems Development
Charges, adopted by the Council on May 8, 1991, as amended (Methodologies).
B. In accordance with the procedures set forth therein, on June
12,1992, I notified the Mayor and City Council that I intended to revise the
Metropolitan Wastewater Management Commission (MWMC) Facilities Equalization
Charge, collected by the City as a Regional Sanitary Sewer Systems Development
Charge. The Notice was published in the Register-Guard on June 14, 1992;
posted at two locations at City Hall on June 12, 1992; and made available to
interested persons at the office of the City Manager. The Notice provided
that written comments would be received thereon for a period on 15 days from
the first date of posting. No written comments were received within the time
provided in the Notice.
C. I find that the MWMC Facilities Equalization Charges hereinafter set
forth are consistent with applicable policies and directives of the Council;
are consistent with the system development charge methodology adopted by the
City Council; and will impose an equitable share of the public cost of capital
improvements upon new development and new connections to the sanitary sewer
system.
On the basis of these findings I order that:
Section 4-2 of the Methodologies be amended in relation to the Metropol-
itan Wastewater Management Commission Facilities Equalization Fee as follows:

RESIDENTIAL: up to 2 Dwelling Units per Permit
Fee for Each Dwelling Unit
Administrative Charge:
MWMC Flat Fee per Permit
City of Eugene 5% of Fee

COMMERCIAL/INDUSTRIAL: all other development

CREDIT CALCULATION
A credit may be applied to reduce the MWMC Facilities Equalization Fee, if the
property is within the City of Eugene at the time of the permit application.
The credit amount for 1992 is:
