HomeMy WebLinkAboutAdmin Order 58-93-15 #58-93-15 ADMINISTRATIVE ORDER OF THE PUBLIC WORKS EXECUTIVE MANAGER Under Administrative Order of the City Manager, the Public Works Executive Manager has the delegated authority to execute contracts on behalf of the City of Eugene in the amount of $50,000 or less. This authority includes the execution of contract change orders which are within budget contingency for that contract or project, and are within change order guidelines of Public Contract Administrative Rules. Based on the above, the Public Works Executive Manager orders that: 1. Public Works Division Managers shall be responsible to the Public Works Executive Manager for: the initiation, content, award, obtaining of signatures, budgetary encumbrance, consistency with local budget law, filing with the City Recorder, administration, and compliance with ap- plicable federal, state and local statutes and policies for contracts which carry out the programs of their divisions. 2. All Public Works contracts shall be submitted to the Public Works Execu- tive Manager for execution. Contracts for amounts over $50,000 shall be initialed by the Public Works Executive Manager and signed by the City Manager. 3. Any contract submitted to the Public Works Executive Manager for execu- tion shall have the initials of the Division Manager who recommends execution of the contract. 4. The City Engineer and Airport Manager shall have the authority to exe- cute change orders for construction contracts which are within budget contingency for that contract or project, and are within change order guidelines of the Public Contract Administrative Rules. Any change order shall be consistent with applicable provisions of the original contract. Amendments to contracts other than construction contracts shall be submitted to the Public Works Executive Manager for execution. Signed:~~ ristine An rsen, Public Works Date: ~/93 #58-93-15 ADMINISTRATIVE ORDER OF THE EXECUTIVE MANAGER OF THE City of Eugene, Oregon Under section 16(2) of the Eugene Charter, the City Manager is given authori- ty to make purchases and act as the business agent for the City Council in connection with the sale of real estate and other business and commercial transactions. The City Manager desires to partially delegate this authority to the Executive Managers of the various city departments or their designees. It is the intention of the City to: A. provide for uniform and consistent processing of contracts. B. Minimize the time and attention required of the City Manager for routine contracts. C. Clearly define areas of responsibility with regard to initiation, execution and administration of contracts. Based on the above, the City Manager orders that: 1. The City Manager delegates to the Executive Manager and such other departmental personnel as the Executive Manager shall designate the authority to execute contracts less than the following amount: Dollar Amount PUBLIC WORKS DEPARTMENT $50,000 2. Sub-delegation of contract signing authority shall be by adminis- trative order of the Executive Manager and shall be filed with the City Recorder and Purchasing. 2. The Executive Manager delegates to the following positions contract authority as noted.
