ADMINISTRATIVE ORDER of the Traffic Engineer of the City of Eugene 11 TH AVENUE - INSTALLATION OF BIKE LANE AND THIRD TRAVEL LANE The Traffic Engineer of the City of Eugene finds that: 1. The Eugene Code, Section 5.040 provides that the City Manager (or designee) shall exercise specific traffic duties by administrative action, including: the implementation of ordinances, resolutions, and motions of the council and his or her own orders by installing traffic control devices; and establishing, maintaining, removing or altering all traffic control areas and traffic control devices; 2. The administrative action taken to provide for a bike lane and a third auto lane on 11 th Avenue, and the resulting removal of on-street parking and other necessary changes to traffic controls, is based on consideration of, and compliance with, the criteria set forth in Eugene Code, Section 5.055; 3. The Eugene Bikeways Masterplan designates that 11 th Avenue between Kincaid Street and Chambers Street shall have an on-street bike lane. TransPlan and the Jefferson Area Refinement Plan identify 11 th Avenue as having three westbound auto travel lanes from Hilyard Street to Garfield Street; 4. The project is consistent with the City Council's transportation goal of promoting alternative modes of transportation, and other adopted state and local plans and laws; 5. The City Council appointed a special subcommittee (Council Subcommittee on 1994 Bikeways Projects) in June of 1994, to specifically examine mitigation of the effects of parking removal in the Westside Neighborhood. The City Council subsequently approved a set of recommendations for 11 th Avenue based on the subcommittee's final report, which shall be implemented concurrently with the bike lane; 6. The proposed street design requires on-street parking be prohibited along both sides of 11 th Avenue between Charnelton Street and Jefferson Street. Along the north side of 11 th Avenue between Lincoln Street and Lawrence Street, a new parking bay will be constructed to mitigate the parking loss. On-street parking on Lawrence Street south of 11 th Avenue will be regulated to provide additional short-term parking; 7. Providing a separate bicycle facility in this corridor will provide safer conditions for bicycle travel and other travel modes on 11 th Avenue. The final design is in conformance with traffic engineering standards; and 8. The City provided a notice to owners\occupants of the proposed bike lane project in May of 1994, and received a number of written and verbal comments from the affected parties, primarily opposed to the loss of on-street parking. These concerns were responded to directly by staff and/or through the work of the council subcommittee. Now, Therefore, Based upon the aforementioned findings, and pursuant to the authority provided in the Eugene Code, the Traffic Engineer orders that: 1. A bike lane shall be marked along the north side of 11 th Avenue between Lincoln Street and Jefferson Street; 2. A third westbound auto travel lane shall be marked along the south side of 11 th Avenue between Charnelton Street and Jefferson Street; 3. On-street parking shall be removed along both sides of 11 th Avenue between Charnelton Street and Jefferson Street (except as provided for below); and 4. The mitigation measures outlined in the final report of the Council Subcommittee on 1994 Bikeways Projects be implemented concurrently with the installation of the bike lane, including: parking changes outlined in Finding #6, and the construction of a new parking bay along the north side of 11 th Avenue between Lincoln Street and Lawrence Street. .,..,.
