ADMINISTRATIVE ORDER
of the
Traffic Engineer of the City of Eugene
WASHINGTON STREET - INSTAllATION OF BIKE lANE
The Traffic Engineer of the City of Eugene finds that:
1. The Eugene Code, Section 5.040 provides that the City Manager (or designee) shall
exercise specific traffic duties by administrative action, including: the implementation of
ordinances, resolutions, and motions of the council and his or her own orders by installing traffic
control device~; and establishing, maintaining, removing or altering all traffic contr~1 areas and
traffic control devices; .
2. The administrative action taken to provide for a bike lane on Washington Street, and the
resulting removal of on-street parking and other necessary changes to traffic controls, is based on
consideration of, and compliance with, the criteria set forth in Eugene Code, Section 5.055;
3. The Eugene Bikeways Masterplan designates that Washington Street north of 13th
Avenue shall have an on-street bike lane;
4. The project is consistent with the City Council's transportation goal of promoting
alternative modes of transportation, and other adopted state and local plans and laws;
5. The City Council appointed a special subcommittee (Council Subcommittee on 1994
Bikeways Projects) in June of 1994, to specifically examine mitigation of the effects of parking
removal in the Westside Neighborhood. The City Council subsequently approved a set of
recommendations for Washington Street based on the subcommittee's final report, which shall be
implemented concurrently with the bike lane;
o. The proposed street design requires on-!?ueet parking be prOhibited along the east side
of Washington Street between 13th Avenue and 8th Avenue. Two new parking stalls will be
installed on the west side of Washington Street between 11 th Avenue and 1 Dth Avenue, where
parking is currently prohibited. Similarly, on the north side of 10th Avenue between Washington
Street and Lawrence Street, two new parking stalls will be installed where parking is currently
prohibited;
7. Providing a separate bicycle facility in this corridor will provide safer conditions for
bicycle travel and other travel modes on Washington Street. The final design is in conformance
with traffic engineering standards; and
8. The City provided a notice to owners\occupants of the proposed bike lane project in
May of 1994, and received a number of written and verbal comments from the affected parties,
primarily opposed to the loss of on-street parking. These concerns were responded to directly by
staff and/or through the work of the council subcommittee.
Now, Therefore,
Based upon the aforementioned findings, and pursuant to the authority provided in the Eugene
Code, the Traffic Engineer orders that:
1. A bike lane shall be marked along the east side of Washington Street north from 13th
Avenue to 1 st Avenue;
2. On-street parking shall be removed along the west side of Washington Street between
13th Avenue and 8th Avenue; and
3. The mitigation measures outlined in the final report of the Council Subcommittee on
1 994 Bikeways Projects be implemented concurrently with the installation of the bike lane,
including: parking changes outlined in Finding #6, and the availability of a residential parking
program for residents and tenants in the area.
