ADMINISTRATIVE ORDER
of the
Traffic Engineer of the City of Eugene
HIGH stREET AND 3RD AVENUE - SHARED BIKE AND AUTO TRAVEL LANES
The Traffic Engineer of the City of Eugene finds that:
1. The Eugene Code, Section 5.040 provides that the City Manager (or designee)
shall exercise specific traffic duties by administrative action, including: the implementation
of ordinances, resolutions, and motions of the council and his or her own orders by
installing traffic control devices; and establishing, maintaining, removing or altering all
traffic control areas and traffic control devices;
2. The administrative action taken to provide for bike facilities in the form of shared
bike and auto travel lanes on High Street and 3rd Avenue, and the resulting removal of on-
street parking and other necessary changes to traffic controls, is based on consideration
of, and compliance with, the criteria set forth in Eugene Code, Section 5.055;
3. The Eugene Bikeways Masterplan designates that High Street between 4th
Avenue and 5th Avenue shall have on-street bike lanes, and that High Street between 4th
Avenue and 3rd Avenue, and 3rd Avenue between High Street and Coburg Road shall have
signed routes;
4. The project is consistent with the City Council's transportation goal of promoting
alternative modes of transportation, and other adopted state and local plans and laws;
5. The proposed street design requires on-street parking be prohibited along the
west side of High Street and along the north side of 3rd Avenue;
6. Providing bicycle facilities in this corridor will provide safer conditions for bicycle
travel and other travel modes on both High Street and 3rd Avenue. The final design is in
conformance with traffic engineering standards; and
7. The City provided a notice to owners\occupants of the proposed bike lane project
in May of 1994, and received a small number of verbal comments from the affected
parties, primarily opposed to the loss of on-street parking. These concerns were
responded to directly by staff.
Now, Therefore,
Based upon the aforementioned findings, and pursuant to the authority provided in the
Eugene Code, the Traffic Engineer orders that:
1. Street striping shall be changed to provide wider, shared bike and auto travel
lanes on High Street between 5th Avenue and 3rd Avenue, and on 3rd Avenue between
High Street and Coburg Road; and
2. On-street parking shall be removed along the west side of High Street between
5th Avenue and 3rd Avenue, and on the north side of 3rd Avenue between High Street
and Coburg Road.
