ADMINISTRATIVE ORDER
of the
Traffic Engineer of the City of Eugene, Oregon
Establishing a Traffic Diverter
For Alder Street at East 32nd Avenue
The Traffic Engineer of the City of Eugene finds that:
A. The Eugene Code provides that the City Manager or (designee) shall
exercise specific traffic duties by administrative action, including: the implementation of
ordinances, resolutions, and motions of the Council and his or her own orders by
installing traffic control devices; and establishing, maintaining, removing or altering all
traffic control areas and traffic control devices, including traffic diverters and similar
control devices;
B. Administrative Rule R-5.040TD, Traffic Diverter Procedure, provides that
the establishment of a traffic diverter or similar control devices would be effected by
administrative order of the City's Traffic Engineer.
C. On June 1 , 1994, the City received a request from a group of Alder Street
residents that a traffic diverter to be located at 32nd and Alder Streets to eliminate non-
local through-traffic.
D. Notice of the City's intent to consider the establishment of a traffic diverter
was given to property owners and tenants within the affected area of the proposed
traffic diverter.
E. City staff has evaluated traffic conditions in the area and determined that
through-traffic movements are dominate factors of Alder Street traffic between East
30th Avenue and East Amazon Drive.
F. City staff conducted an evaluation of the affected study area including
consideration of average daily traffic volumes, traffic speed, street geometrics,
percentage of through traffic and certain area characteristics (presence of bike or bus
routes, postal or service delivery routes, emergency vehicle or pedestrian access, or
access to private property).
G. City staff has prepared a preliminary report including a recommendation to
proceed with the installation of the proposed traffic diverter.
H. The proposed traffic diverter has been reviewed and is found to be in
conformity with the policies, regulations and criteria set forth in Rule R-5.040TD.
NOW, THEREFORE,
Based upon the above findings, and pursuant to the authority contained in
Administrative Rule R-5.040TD, the Traffic Engineer of the City of Eugene orders that:
1. A traffic diverter, including appropriate signing, shall be established on
Alder Street south of the intersection of East 32nd Avenue.
2. The traffic diverter be constructed across the western half of Alder Street
in such a way as to prohibit traffic, with the exception of bicycles, from turning or
continuing southbound on Alder Street.
