Administrative Order
of the
Traffic Engineer of the City of Eugene, Oregon
Removing Parking on and Widening
Jefferson Street between 12th Avenue and 13th Avenue
The Traffic Engineer of the City of Eugene finds that:
A. The Eugene Code provides that the City Manager or the manager's designee shall
exercise specific traffic duties by administrative action, including:
~ Implementing ordinances, resolutions, and motions of the Council
and his or her own orders by installing traffic control devices;
~ Altering traffic control areas and traffic control devices including,
· Traffic control signals, signs, and pavement markings,
· Crosswalks and traffic lanes,
. Intersection channeIizatio~ and
. Parking areas; and
B. On February 14, 1996, the Lane County Board of Commissioners authorized use
of County road funds to construct a new entrance into the Fairgrounds, located
south of 13th Avenue at Jefferson Street; and
C. An new entrance road into the Fairgrounds, located south of 13th Avenue at
Jefferson Street, scheduled to be open by August 18, 1996; and
D. Access Engineering Inc. evaluated the proposed Jefferson Street entrance into the
Fairgrounds in its May 1996 report Fairgrounds Traffic Study. The study contains
existing and projected PM peak hour Level of Service at the 13th Avenue -
Jefferson Street intersection for the scenarios listed below; and:

Add third southbound lane - small Fairgrounds event D E
E. The Access Engineering report recommends the addition of a third southbound
lane on Jefferson Street north of 13th Avenue; and
F. The addition ofa third southbound lane on Jefferson Street would require removal
of 185' of unrestricted parking, the equivalent of nine parking spaces, on the west
side of Jefferson Street between 12th and 13th avenues and a six foot widening of
Jefferson Street. The area of parking removal is from 115 feet south of 12th
Avenue south to 13th. Parking has been previously removed from the remainder
of the west side of the block. Parking on the east side of the street will not be
changed.
NOW, THEREFORE,
Based on the above findings, and pursuant to the authority contained in Eugene Code
5.040, the Traffic Engineer of the City of Eugene orders that:
Parking shall be prohibited on the west side of Jefferson Street between 12th Avenue and
13th Avenue.

Jefferson Street between 12th Avenue and 13th Avenue
Criteria for Administrative Action
The administrative action of the Traffic Engineer of the City of Eugene, Oregon, removing
parking on Jefferson Street between 12th Avenue and 13th Avenue is based on the following
criteria:
(a) Traffic engineering principles and traffic investigations:
. Roadway and intersection capacity: the parking removal will allow a third
southbound lane to be installed on Jefferson Street north of 13th Avenue.
Without the third lane, the intersection of 13th - Jefferson will operate at
LOS "E" in 1996 and "F" in 2015 in the PM peak hour during a small (300
vehicle) Fairgrounds event. With the third southbound lane, PM peak hour
LOS would be "D" in 1996 and "E" in 2015.
. Safety: The additional southbound lane, would reduce the accident
potential at the intersection by reducing congestion during Fairgrounds
events.
. Traffic signs, markings and signals: Signs, markings and signals will be
added, removed, or modified as needed to comply with the Manual on
Uniform Traffic Control Devices.
. Intersection Control: The intersection of 13th - Jefferson is controlled by
an actuated traffic signal. The signal will be modified as necessary to
accommodate the revised southbound approach.
. Roadway lighting: There will be no changes to existing street lighting.
. Access control: No restrictions will result from the parking removal.
. Speed zoning: No changes will be made to the existing Speed 30 zone.
(b) Standards, limitations, and rules promulgated by the Oregon Transportation
Commission or the Oregon Public Utility Commission or their successors.
. No applicable standards, limitation, or rules apply.

. Signing and markings will comply with the Manual on Uniform Traffic
Control Devices.
(d) The city's adopted transportation-related plans and policies.
. There are no city adopted transportation-related plans concerning this
intersection.
(e) Existing state and local laws regulating use of public ways.
. Provisions of the 1995-96 Oregon Vehicle Code will apply after the
parking is removed.
(f) The efficient use of the public way by the public.
. Parking removal will allow a third southbound lane to be added to
Jefferson Street, which will promote the efficient use of the intersection
and improve access to the Fairgrounds.
(g) The use of abutting property.
. Parking removal will not affect the use of the abutting property.
(h) The intensity of use of the street by vehicles and pedestrians.
. The parking removal by itself will not affect the intensity of use of the
street. In conjunction with the creation of the Fairgrounds main entrance,
traffic volumes will increase. Other area streets, in particular Monroe
Street and Jackson Street, will experience a decrease in Fairgrounds related
traffic. Pedestrian traffic will not be affected; bicycle traffic will be
adversely affected, as cyclists will no longer be able to use the parking lane
when riding south on Jefferson.
(i) The physical condition and characteristics of the street and abutting property.
. Jefferson Street is a 34 foot wide asphalt street in a 66' right-of-way. It is
proposed to be widened to 40' for approximately one-half of a block. The
existing 10' park strip separating the roadway from the sidewalk will be
reduced to four feet.
. The abutting property consists of the Lincoln School Apartments and the
McNail-Riley Neighborhood Center on the west side of the street, and
single family and duplex units on the east side.
G) Emergencies.
. Emergency vehicle services won't be affected by this project.
(k) The public health, safety, and welfare.
. The public health, safety and welfare won't be affected by this project..
(I) Special events of community interest including parades and public gatherings.
. As part of the relocation of the Fairgrounds main entrance, this will
improve access to community events held at the Fairgrounds.
(m) Construction within or adjacent to the street.
. Construction within the street will be easier, as there will be an additional
lane which could be used to detour vehicles. Construction adjacent to the
street will be adversely affected, as the removal of on-street parking will
limit the area available for contractors to park vehicles.
(n) Establishing conditions upon the use of parking.
. Approximately 185 feet of unrestricted parking will be removed. This is
the equivalent of nine parking spaces. The area of parking removal is from
approximately 115 feet south of 12th Avenue south to 13th Avenue.
. There is a high demand for parking in this area during the Lane County
Fair, but low demand the rest of the year.
. The Lane County Fair Board has increased on-site parking, decreasing the
need for on-street parking.
. No changes will be made to parking on the east side of the street.

The Traffic Engineer of the City of Eugene finds that:

Jefferson Street, will be built before the beginning of the Lane County Fair on
August 18, 1996; and
D. Access Engineering Inc. evaluated the proposed Jefferson Street entrance into the
Fairgrounds in its May 1996 report Fairgrounds Traffic Study. The study
contains existing and projected PM peak hour Level of Service at the 13th Avenue
- Jefferson Street intersection for the scenarios listed below; and:

a six foot widening of Jefferson Street. This would result in the removal of 185
feet of unrestricted parking on the west side of Jefferson street between 12th and
13th avenues.
NOW, THEREFORE,
Based on the above findings, and pursuant to the authority contained in Eugene Code
5.040, the Traffic Engineer of the City of Eugene orders that:
Parking shall be prohibited on the west side of Jefferson Street between 12th Avenue and
13th Avenue.
