HomeMy WebLinkAboutAdmin Order 58-96-28 5"8~1 /p - )..g Administrative Order of the Traffic Engineer of the City of Eugene, Oregon Establishing A Temporary Speed 30 Zone on the Ferry Street Bridge Corridor, which includes the Ferry Street Bridge Overpass and Coburg Road south of Oakway Road The Traffic Engineer of the City of Eugene finds that: A. Section 5.040 of the Eugene Code provides that the City Manager or the manager's designee shall exercise specific traffic duties by administrative action, including implementing ordinances, resolutions, and motions of the Council and his or her own orders by installing traffic control devices. B. 0 RS 810 .180( 5) states that "Each roa4, authority, with respect to its own highway or streets, may designate speeds for vehicles upon any portion of the highway or street upon which temporary conditions constituting a danger to the public exist or above, below or upon which construction or maintenance work is being carried on so close to the roadway as to be a danger to passing traffic or to be endangered by passing traffic." C. Speed zone orders 870, dated October 26, 1961 and 910D, dated June 10, 1993, established Speed 40 zones on the Ferry Street Bridge Overpass and Coburg Road. D. The Ferry Street Bridge project (the Project) will involve reconstruction of roadways in the Corridor. The Project is scheduled to begin in Spring 1997 and will last approximately two years. E. With a weekday ADT of more than 60,000, the four lane Ferry Street Bridge Corridor is the busiest surface street in Eugene. F. The Corridor had 106 accidents and an accident rate of 4.84 in 1995. G. During certain phases of the Project, one or more of the following conditions are likely to be present: 1. Traffic will be reduced to one lane in each direction; 2. Workers will be present for extended periods in a closed lane or within ten feet of the roadway and unprotected by barriers; 3. Traffic control devices will be encroaching on a lane open to traffic or within a closed lane but within two feet of the edge of the open lane; 4. There will be a barrier or pavement edge drop-off within two feet of the traveled way; and 5. Lane closures will cause traffic congestion. H. A reduced speed zone will reduce the potential for accidents and increase the safety of workers. NOW, THEREFORE, Based on the above findings, and pursuant to the authority contained in Section 5.040 of the Eugene Code and ORS 810.180(5), the Traffic Engineer of the City of Eugene hereby establishes a temporary Speed 30 zone on the Ferry Street Bridge Overpass and on Coburg Road south of Oakway Road. This order shall take effect upon installation of signing in accordance with ORS 810.180(5)(b) and the Manual on Uniform Traffic Control Devices. Dated thisLJTh Day of December, 1996 Administrative Order Number 58-96-28 Administrative Order of the Traffic Engineer of the City of Eugene, Oregon Establishing A Temporary Speed 30 Zone on the Ferry Street Bridge Corridor, consisting of the Ferry Street Bridge Overpass and Coburg Road south of Oakway Road Criteria for Administrative Action The administrative action of the Traffic Engineer of the City of Eugene, Oregon, establishing a Temporary Speed 30 zone on the Ferry Street Bridge Corridor is based on the criteria listed below. These criteria only address the effects of the Speed 30 zone, and do not address effects of the Ferry Street Bridge Project. (a) Traffic engineering principles and traffic investigations: . Roadway and intersection capacity: Roadway and intersection capacity will be reduced by the Proj ect. Capacity would be further reduced by any accidents that occur in the corridor. To the extent that the Speed 30 zone would help reduce accidents, it would improve roadway capacity. . Safety: The accident potential will be reduced. Lower vehicle speeds will allow motorists more time to react to unexpected situations. . Traffic signs, markings and signals: All signing to be added will comply with the Manual on Uniform Traffic Control Devices. . Intersection Control: Not applicable. . Roadway lighting: Not applicable.. . Access control: Not applicable. . Speed zoning: The existing Speed 40 zone will be lowered to Speed 30 for the duration of the Project. The Speed 40 zone would be reinstated upon completion of the Project.. (b) Standards, limitations, and rules promulgated by the Oregon Transportation Commission or the Oregon Public Utility Commission or their successors. . No applicable standards, limitation, or rules apply. (c) Other recognized traffic control standards. . Signing will comply with the Manual on Uniform Traffic Control Devices. (d) The city's adopted transportation-related plans and policies. . Not applicable. (e) Existing state and local laws regulating use of public ways. . Section 5.040 of the Eugene Code provides that the City Manager or the manager's designee shall exercise specific traffic duties by administrative action, including installing traffic control devices. . ORS 810.180(5) allows a local road authority, with respect to its own highways and streets, to designate vehicle speeds in construction zones. (f) The efficient use of the public way by the public. . The temporary Speed 30 zone will allow efficient use of the roadway while at the same time improving the safety of the work zone. (g) The use of abutting property. . Not applicable. (h) The intensity of use of the street by vehicles and pedestrians. . Not applicable. (i) The physical condition and characteristics of the street and abutting property. . The Ferry Street Bridge Corridor is a four lane roadway with a raised median. G) Emergencies. . Emergency vehicle services won't be affected by this project. (k) The public health, safety, and welfare. . The public health, safety and welfare will be enhanced by the speed reduction, as it will reduce the potential for accidents in the Project area. (1) Special events of community interest including parades and public gatherings. . Not applicable. (m) Construction within or adjacent to the street. . Construction within and adjacent to the street will be made safer by the lower speed. (n) Establishing conditions upon the use of parking. . Not applicable. -:il= S-8-CJIo-Z9 ADMINISTRATIVE ORDER of the Traffic Engineer of the City of Eugene, Oregon Establishing a Residential Permit Parking Zone For the north side of East 19th Avenue west from Onyx Street to the midb10ck alley The Traffic Engineer of the City of Eugene finds that: A. Administrative Rule R-5.040, Residential Permit Parking Zones Regulations, provides that the designation of or removal of such permit parking zones would be effected by administrative order of the City's Traffic Engineer. B. On December 05, 1996, the City received an application signed by over 50% of the adjacent property owners and tenants for designating a residential permit parking zone for the north side of East 19th Avenue west from Onyx Street to the midblock alley. C. Notice of the City's intent to establish a residential permit parking zone was given to property owners and tenants within the affected area of the proposed zone. D. The proposed zone has been reviewed and is found to be in substantial conformity with the policies, regulations and criteria set forth in Rule R-5.040. NOW, THEREFORE, Based upon the above findings, and pursuant to the authority contained in Administrative Rule R-5.040, the Traffic Engineer of the City of Eugene orders that: 1. The area described is hereby established as a residential permit parking zone: The north side of East 19th Avenue, west from Onyx Street to the midblock alley. 2. The zone shall be designated Zone A and shall allow 2-hour public parking between 9:00 a.m. and 3:00 p.m., Monday through Friday, except legal holidays and except Zone A permitted vehicles. 3. Persons residing in or owning residential property within the zone designated herein may apply for a Zone A permit entitling the holder thereof to preferential long-term parking at Zone A signed parking areas within the designated zone. 4. R-5.040. Dated this ~day of December, 1996. Permit applications shall be processed as provided in Administrative Rule Administrative Order
