The Eugene Code provides that the City Manager or the manager's designee shall exercise specific traffic duties by administrative action, including: ~ Implementing ordinances, resolutions, and motions of the C9uncil and his or her own orders by installing traffic control devices; ~ Altering traffic control areas and traffic control devices including; · Traffic control signals, signs, and pavement markings, · Traffic lanes, and · Parking areas; and B. Retail space is available on the ground floor level of new parking garages at the southwest and northwest comers of Pearl Street and 1 oth Avenue; and C. No on-street parking is available immediately adjacent to the retail space referred to in Finding B; and D. Removal of one travel lane on Pearl Street between Broadway and 1 oth Avenue will not adversely affect roadway capacity; and E. Existing on-street parking on the east side of Pearl Street between 10th and 11 th avenues is under-utilized; and F. Businesses on the east side of Pearl Street between 10th and 11 th avenues have adequate off-street parking. NOW, THEREFORE, Based on the above findings, and pursuant to the authority contained in Eugene Code 5.040, the Traffic Engineer of the City of Eugene orders that: Parking shall be prohibited on the east side of Pearl Street from 10th Avenue to 130 feet south ... of 11 th Avenue; and Parking shall be permitted on the west side of Pearl Street from Broadway to 60 feet north of 11 th Avenue. and , There shall be two travel lanes on Pearl Street between Broadway and 1 Oth Avenue; and The alignment of the travel lanes and bike lane shall be adjusted as needed to accommodate the parking changes. Dated this3i\J Day of March, 1998 Administrative Order Number 58-98-05 Administrative Order No. 58-98-05 of the Traffic Engineer of the City of Eugene, Oregon Parking Changes on Pearl Street between Broadway and 12th Avenue Criteria for Administrative Action The administrative action of the Traffic Engineer of the City of Eugene, Oregon, removing parking on the east side of Pearl Street from 1 Oth Avenue to south of 11 th Avenue and permitting parking on the west side of Pearl Street from Broadway to north of 11 th Avenue is based on the following criteria: (a) Traffic engineering principles and traffic investigations: . Roadway and intersection capacity: The parking changes and accompanying travel lane modifications will not adversely affect roadway and intersection capacity. Capacity on this section of Pearl Street is determined by the capacity at 11 th Avenue. Capacity will not be adversely affected, as there will still be three lanes on Pearl Street at 11 th Avenue. Roadway capacity will not be adversely affected by reducing the three lane section between Broadway and 1 (1h Avenue to two lanes. + Safety: All potential effects on safety are minor. A positive effect is that there will be fewer conflicts between bicyclists and motorists entering and leaving parking spaces. Negative effects are that the travel lanes will taper to the left at 1 Oth Avenue and to the right south of 11 th Avenue. The effects on safety are minor for the following reasons: ~ there were no bicycle accidents involving motorists entering or leaving parking spaces on this sectiop. of Pearl Street during the five year period from January 1, 1992 through December 31, 1996; and ~ Taper lengths will conform to Manual on Uniform Traffic Control Devices (MUTCD) standards. + Traffic signs, markings and signals: All changes to signs, markings and signals will be in compliance with MUTCD standards. + Intersection Control: The intersections of Pearl Street at 1 Oth Avenue and 11 th Avenue are controlled by traffic signals. The signal heads and lane use signs for Pearl Street at 11 th Avenue will be moved as needed to maintain correct placement with the shifted lanes. No other changes will be made to the intersection controls. . Roadway lighting: There will be no changes to existing street lighting. + Access control: No restrictions will result from the parking changes. . Speed zoning: Pearl Street will remain a statutory Speed 20 zone. ...{b) Standards, limitations, and rules promulgated by the Oregon Transportation Commission or the Oregon Public Utility Commission or their successors. + No applicable standards, limitations, or rules apply. (c) Other recognized traffic control standards. . Signing and markings will comply with Manual on Uniform Traffic Control Devices standards. (d) The city's adopted transportation-related plans and policies. + The proposed changes are consistent with the policies and strategies adopted in the Central Area Transportation Study (CATS). (e) Existing state and local laws regulating use of public ways. . Provisions of the Oregon Vehicle Code will continue to apply after the changes have been made. . City of Eugene parking regulations will apply to newly created parking areas. (f) The efficient use of the public way by the public. + The changes will have a positive effect ~n the use of the public way by the public, as they will result in more efficient use of on-street parking. Parking impacts are discussed in Section (n). (g) The use of abutting property. + The parking changes will have a positive effect on the use of the abutting property by improving access to the new retail spaces on the west side of Pearl Street. Businesses on the east side of Pearl will not be adversely affected as no on-street parking will be removed north of 1 Oth Avenue and businesses south of 10th Avenue have adequate off-street parking. (h) The intensity of use of the street by vehicles and pedestrians. . The parking changes will not affect the intensity of use of the street by vehicles, pedestrians, or bicyclists. (i) The physical condition and characteristics of the street and abutting property. + Pearl Street is a one-way, 42 foot wide asphalt street in a 66' right-of-way. The existing street use, from the east side to the west side, consists of metered parking, a bike lane and three travel lanes. There are sidewalks on both sides of the street. .. .~ + The abutting property on the east side of Pearl Street consists of small retail stores, a Greyhound bus depot, a motel and a bank. The west side has a surface parking lot, two parking garages and a Firestone tire store. The new retail spaces are on the ground floors of the parking garages at the northwest and southwest comers of 10th-Pearl. (j) Emergencies. + Emergency vehicle services won't be affected by this project. (k) The public health, safety, and welfare. + The public health, safety and welfare won't be affected by this project. (1) Special events of community interest including parades and public gatherings. + Special events won't be affected by this project. (m) Construction within or adjacent to the street. + Construction within or adjacent to the street won't be affected by this project. (n) Establishing conditions upon the use of parking. + The project will result in a net gain of one metered parking space and one commercial parking space. Twelve metered parking spaces and one commercial space will be removed from the east side of the street. These will be replaced by thirteen metered spaces and two commercial parking spaces on the west side of the street. + The existing metered spaces south of 1 Oth Avenue receive moderate usage. It is anticipated that the new spaces will be used more, after the new retail spaces are occupied. . + The commercial space that will be removed is south of 11 th Avenue. The two new commercial spaces are north of 11 th Avenue, so they won't provide a replacement for the removed commercial space. On-street parking south of 11 th A venue will be examined if the loss of the commercial space creates a problem for area businesses.
