Administrative Order No. 58-99-01
of the
Traffic Engineer of the City of Eugene, Oregon
Weight limit and lane use restrictions on the bridge on 18th Avenue
approximately 0.44 mile west of Bertelsen Road.
The Traffic Engineer of the City of Eugene finds that:
A. The Eugene Code provides that the City Manager or the manager's designee shall
exercise specific traffic duties by administrative action, including:
~ Implementing ordinances, resolutions, and motions of the Council and his or
her own orders by installing traffic control devices;
~ Designating truck routes or streets where trucks are prohibited;
~ Restrict the use of certain streets by any class or kind of vehicle to protect the
streets from damage;
~ Establishing, maintaining, removing or altering all traffic control areas and
traffic control devices including traffic control signals, signs, and pavement
markings,
~ Closing a street to vehicular or pedestrian traffic; and
~ Providing for and regulating access to and from any street;
and
B. The Oregon Department of Transportation has conducted an inspection of the bridge
on 18th Avenue approximately 0.44 mile west of Bertelsen Road; and
C. The results of the bridge inspection revealed that the bridge is structurally deficient,
with a Sufficiency Rating of 39.4; and
D. ODOT has recommended the following posting and lane restrictions:
~ use of the bridge should limited to vehicles with a maximum gross weight of
five tons; and
~ traffic should be restricted to a minimum of 1 ~ feet from the exterior
stringers; and
~ the above recommendations should remain in effect until suggested repairs
and replacements described by ODOT have been completed.
NOW, THEREFORE,
Based on the above findings, and pursuant to the authority contained in Eugene Code 5.040,
the Traffic Engineer of the City of Eugene orders that:
The bridge on 18th Avenue approximately 0.44 mile west of Bertelsen Road shall be limited
to vehicles with a maximum gross weight of five tons; and
The travel lanes across the bridge shall be restricted to 1 ~ feet from the exterior stringers.
This order shall take effect on the date the weight limit signs and lane restriction markings
are installed.

Weight limit and lane use restrictions on the bridge on 18th Avenue
approximately 0.44 mile west of Bertelsen Road.
Criteria for Administrative Action
The administrative action of the Traffic Engineer of the City of Eugene, Oregon, establishing a
weight limit and restricting lane use on the bridge on 18th Avenue approximately 0.44 mile west of
Bertelsen Road is based on the following criteria:
(a) Traffic engineering principles and traffic investigations:
. Roadway capacity: The weight limit restriction will result in a small increase in
traffic volumes on Bertelsen Road, 11 th Avenue and Willow Creek Road, but will
have no noticeable effect on the capacity of those streets.
. Safety: The primary reason for the weight limit and lane use restrictions is to
ensure traffic safety. The Oregon Department of Transportation has determined
that the bridge is structurally deficient. Vehicles over five tons and vehicles
driving too close to the edge of the bridge could damage the bridge and cause
accidents. The restrictions will allow most traffic to continue to cross the bridge
safely while minimizing accident potential. ODOT's recommended lane use
restriction does not result in narrower travel lanes; however, tubular markers will
be installed along the existing fog line to discourage motorists from driving too
close to the edge of the bridge.
. Traffic signs, markings and signals: All changes to signs, markings and signals
will be in compliance with MUTCD standards. Signing will be installed far
enough in advance of the bridge to allow drivers of overweight vehicles the
opportunity to take alternate routes.
. Intersection Control: No intersections are affected by this action.
. Roadway lighting: There is no street lighting near the bridge.
. Access control: Access control is not an issue for property near the bridge, as all
nearby property is undeveloped. The weight limit restriction will require
operators of overweight vehicles who normally use 18th Avenue to change their
route to reach their destination.
. Speed zoning: The existing Speed 45 zone will not be changed.
(b) Standards, limitations, and rules promulgated by the Oregon Transportation
Commission or the Oregon Public Utility Commission or their successors.
. This action is being taken based on the recommendations of the Bridge
Engineering Section of the Oregon Department of Transportation. The
recommendations are contained in a letter, dated December 18, 1998, from
ODOT to the City of Eugene. A copy of the letter is attached.
(c) Other recognized traffic control standards.
. Signing and markings will comply with Manual on Uniform Traffic Control
Devices standards.
. Section 810.030 (3) of the Oregon Vehicle Code requires that weight limit and
other roadway restrictions be imposed by a proper order, and that the restrictions
are effective when signs giving notice of the restrictions are erected.
(d) The city's adopted transportation-related plans and policies.
. No transportation-related plans and policies are applicable to this action.
(e) Existing state and local laws regulating use of public ways.
. Provisions of the Oregon Vehicle Code will continue to apply after the changes
have been made. Specifically, Section 810.030 (1) of the Code states: "A road
authority may impose restrictions described under this section on its own
highways as . . . necessary to . . .: (a) Protect any highway or section of highway
from being unduly damaged. (b) Protect the interest and safety of the general
public." 810.030 (2) states: "Restrictions that may be imposed. . . include. . . :
(b) Imposing limits on any weight. . . of any vehicle or combination of vehicles.
(c) Imposing any other restrictions that the road authority determines necessary to
achieve the purpose of this section."
(f) The efficient use of the public way by the public.
. The restrictions will require re-routing of vehicles with a gross weight of over
five tons. This will affect L TD buses and some trucks, and thus will have an
adverse effect on the use of the public way by the public.
(g) The use of abutting property.
. This action will have no effect on the use of the abutting property, as the abutting
property is undeveloped.
(h) The intensity of use of the street by vehicles and pedestrians.
. This action will not affect the intensity of use of the street by vehicles,
pedestrians, or bicyclists.
(i) The physical condition and characteristics of the street and abutting property.
. This section of 18th Avenue is a two-way, unimproved asphalt street. It is 24 to
26 feet wide with gravel shoulders about three feet wide. The bridge deck is 23
feet wide with 9 ~ foot travel lanes. The street has no sidewalks.
. The abutting property on both sides of the street is undeveloped.
G) Emergencies.
. Emergency vehicle service could be affected by this action as vehicles with a
gross weight of more than five tons will not be permitted on this section of 18th
Avenue
(k) The public health, safety, and welfare.
. This action will have a small impact on public safety and welfare but will not
affect public health. Public safety will be improved, as the potential for accidents
that might be caused by the failure of the bridge will be minimized. On the other
hand, the action might have a negative impact on public safety if the weight limit
restriction requires re-routing of emergency vehicles and an increase in
emergency response time. The public welfare will be adversely affected by the
required re-routing of L TD buses.
(1) Special events of community interest including parades and public gatherings.
. Special events won't be affected by this project.
(m) Construction within or adjacent to the street.
. Construction within or adjacent to the street would be affected by this action in so
far as overweight vehicles would not be able to cross the bridge.
(n) Establishing conditions upon the use of parking.
. The action will have no effect on parking.

Traffi~ flow restrictions and structural maintenance are recommended for the
sUbj~ct bridge as a result of recent inspection reports and load rating data.

This ~rjdge, due to its condition, is on an annual inspection frequency. Jeff
Swa~strom. ODOT.s Region 2 Bridge Inspector, conducted the latest inspection
on September 24, 1998. The past few inspection reports have detailed graduaUy
wors,ning decay in the pile caps and exterior stringers. The piles are also
suffefing from decay and have ineffectual temporary repairs in place.

The ihspector has determined that 1000/0 of the exterior stringers and 50% of the
timb~r caps are in Condition State 4 (decay, insect infestation. splits. cracks or
crusHing has produced loss of strength that affects the serviceability of the
bridg~). The exterior stringers are reported to be completely rotten and timber
borin~ reports indicate each of the three timber pile caps have 1-inch shells.
Thes~ elements are in dire need of replacement.
The timber piles are in need of permanent, effective repair.

The 9alculations behind the recommended posting detailed in the enclosed
posti~g summary sheet were made with the assumption that the suggested
repai~s and replacements are in effect. Until such time, the following posting and
lane r~strictions are recommended:
· ; Post the structure at 5 tons gross.
· 1 Physically restrict traffic a minimum of 1.5 feet from the exterior stringer.
