ADMINISTRATIVE ORDER NO. 53-~9 - 13
of the
City Manager
City of Eugene, Oregon
Delegating Authority to Sign Permits and Other Documents Relating to the
City's National Pollution Discharge Elimination Permit (NPDES) to the
Executive Director of the City's Public Works Department.
The City Manager of the City of Eugene finds that:
A. Under the provisions of Chapter IV; Section 16 of the Eugene Charter of 1976,
the City Manager is designated as the administrative head of the City, and is specifically
authorized to appoint and remove all employees (except as otherwise provided in the Charter),
and to enforce all ordinances of the City.
B. In conformity therewith, the City Manager has previously entered into
applications for a National Pollution Discharge Elimination Permit (NPDES Permit). The
activities regulated by the NPDES Permit are administered by the City's Public Works
Department, and authority should therefore be delegated to the Executive Director of that
Department to carry out the City Manager's duties and responsibilities thereunder, including
the authority to sign NPDES Permit applications and monthly Discharge Monitoring Reports
on behalf of the City.
NOW; THEREFORE,
THE CIlY MANAGER OF THE CIlY OF EUGENE ORDERS AND DIRECTS THAT:
Based on the above findings, which are hereby adopted,
1. The authority to perform the duties and responsibilities of the City Manager
under the City's NPDES Permit, specifically including the authority to sign NPDES Permit
applications and monthly Discharge Monitoring Reports on behalf of the City is hereby
delegated to the Executive Director of the City's Public Works Department.
2. Upon finding it would be more efficient and in the public interest to do so, the
Executive Director of the Public Works Department is specifically authorized to in turn
delegate any of the duties or responsibilities delegated herein to such person or persons
qualified to perform the delegated duties.

3. The delegation of authority to the Executive Director contained herein shall be
construed to extend to and include any person "acting in capacity" (AIC) for the Executive
Director.
