The Director of Aviation for the City has advised that proposals were solicited through advertisement in major aviation ublicati three p ons and two major newspapers for a full- service fixed-base operator facility at Mahlon Sweet ` F a.eld , with the agreement to run until 1996 with an o tion p to renew the lease for an additional ten year period C. Fifteen aviation related firms requested co ies of the ro osal P p p package, and two firms, H.M. Ruberg, present owner of the McKenzie Flying Service facilities at Mahlon Sweet Field and Oasis Petroleum Corporation of Culver Cit , Californian submitted ro orals, y ' P P D. T he Director of Aviation has recommended that the proposal submitted by H. M. Ruberg be accepted because of: The results of current and prior dea~l~ings between the C ~. ty and Mr . Ruberg and between Mr . Ruberg and other public and private agencies; Mr . Ruberg' s experience and reputation for performance of commercial aeronautical activities of the type specified; Mr . ,Ruberg's reputation for j udgment and integrity; Mr. Ruberg's financial standing and responsibility; and The extent to which his proposal met the stated requirements and specifications. NOW, THEREFORE, THE CITY OF EUGENE DOES ORDAIN AS FOLLOWS: Ordinance - 1 /9Z(a5 Section 1. Based upon the above findings, which are incor- porated herein, and pursuant to his authority under the City Charter, the City Manager is hereby authorized to enter into the f ull-service fixed-base operator facility lease with H. M. Ruberg, a copy of which is attached as Exhibit A hereto and incorporated herein by reference. Section Z. That the matters contained herein concern the public welfare and safety, and in order to insure the arderl Y implementation of the provisions of the lease agreement, an emergency is hereby declared to exist, and this Ordinance shall became effective immediately upon its passage by the Cit Council Y and approval by the Mayor.
