Adopting the Irwin Park Plan
The Executive Director of the Public Works Department of the City of Eugene finds
that:
A. Pursuant to the Eugene Charter of 1976, the City Manager is the administrative
head of the City of Eugene, and as such, has authority to administer the
development of the City parks or to delegate that authority to others.
B. The City Manager has delegated to me, as Executive Director of the Public Works
Department, authority to administer the acquisition and development of City parks
and parkland, consistent with adopted City policies.
C. On July 10, 1989, by Resolution No. 4127, the City Council adopted the Eugene
Parks and Recreation Plan, which contains guidelines to be followed in making
administrative and budgetary decisions about parks and recreation acquisitions,
development and management consistent with those adopted goals and policies.
D. Consistent with the above authority, the Irwin Park Plan (two sheets, dated
December 1999, as submitted for a conditional use permit), a copy of which is
attached as "Exhibit A" hereto and incorporated herein by reference, has been
prepared taking into the consideration the following goals:
(1) Meeting the existing and future needs of the community through orderly
and systematic planning, implementation, and evaluation programs;
(2) Making a wide range of parks, programs and facilities available for
citizens and visitors of various ages, cultural backgrounds, abilities,
interests, incomes, and participation levels;
(3) Enhancing the environmental quality and visual character of the
community;
(4) Involving the community in the planning of parks and recreational
facilities;
(5) Coordinating the provision of recreational and cultural services with the
plans and programs of other agencies and private organizations;

(6) Ensuring safe and convenient access to recreation lands and facilities; and
(7) Maintaining, remodeling and upgrading park, recreational and cultural
facilities in order to respond to changing uses as well as attaining and
preserving operational efficiency.
Irwin Park Background:
The City purchased land concurrent with the subdivision of Sandy's Plat in west
Eugene north of Barger Drive. The land remained undeveloped.
The City of Eugene expanded park acreage through the purchase of additional
land. The City also purchased to two residential lots on East and West Irwin
Drive, respectively, to serve as neighborhood pedestrian and bicycle connectors.
After many years as an undeveloped site, neighbors expressed interest in park
improvements, in part to trigger an upgrade in the maintenance status of the park.
A neighborhood meeting was held to gather input on a concept plan. A concept
plan was developed that included a walking path, irrigation, benches, lights, a
playground and a half-court basketball court.
A Conditional Use Permit was prepared and approved for the concept plan.
The City sold the two "surplus" parcels of land on East and West Irwin way to
fund improvements to the park. Park improvements constructed around this time
include a half-court basketball court, playground equipment, and an informal
gravel parking lot. Following the sale of the surplus lots, the final, contiguous
acreage for Irwin Park is
At the request of neighbors, additional improvements were added to the park,
including a baseball diamond backstop, two streetlight-style lights ,a drinking
fountain, park rules signs and log barriers to keep cars out of the park.
The Parks and Open Space bond measure is passed by Eugene voters, allocating
$470,000 to improvements in Irwin Park.

The Irwin Park Concept Plan was developed through a public involvement and
research process from May 1999 through September 1999.

City of Eugene Parks Planning staff hosted and facilitated two public workshops
for the design of the concept plan on May 20, 1999 and September 14, 1999,
respectively A third public input session was held on October 4, 1999 at the
regularly scheduled neighborhood association meeting to discuss and comment on
the final plan. A youth focus group was also held in the park on June 29, 1999 to
seek input on park design from youth and children currently using the park.
H. Advertisement for public involvement efforts included direct-mail postcard
invitations to over 800 neighbors, individuals and stakeholder organizations,
display ads in the Register Guard and Eugene Weekly, news releases, poster
advertisement in the park and at nearby businesses, personal contact and
interviews with organizations and individuals, and listing on the Calendar of
Public Meetings.
I. A series of four separate update letters discussing the progress of improvement
plans and related projects were sent to workshop participants, interested parties,
stakeholders and neighbors from February 2000 through April 2001.
J. A conditional use permit for the new concept plan was submitted and approved in
July 2000.
Now, Therefore,
THE EXECUTIVE DIRECTOR OF THE PUBLIC WORKS DEPARTMENT OF
THE CITY OF EUGENE ORDERS AND DIRECTS THAT:
In addition to he above findings, which are hereby adopted, I have reviewed the Irwin
Park Plan, which is attached as "Exhibit A" hereto and incorporated herein by reference, and find
that it is consistent with the goals and policies of the Eugene Parks and Recreation Plan and other
adopted City policies. Therefore, the attached Irwin Park Plan is hereby adopted, and will be
accordingly implemented as resources permit.
