ADMINISTRATIVE ORDER NO. 58-02-06-F
of the
Airport Manager of the City of Eugene
ADOPTION OF A TOWING AND STORAGE FEE FOR VEHICLES LEFT
UNATTENDED AT THE AIRPORT TERMINAL CURB.
The Airport Manager of the City of Eugene finds as follows:
A. Section 2.020 of the Eugene, Code, 1971 authorizes the City Manager or designee
to determine and set fees and charges to be imposed by the City for services, goods, use of
municipal property, and licenses and permits. Pursuant to Airport Rule 8.4.2, the City Manager
has delegated authority to set such fees and charges incurred at the Airport to the Airport
Manager.
B. Following the procedures set forth therein, on February 28, 2002, I issued
Administrative Order No. 58-02-06 and notified the Mayor and City Councilors that I intended to
adopt towing and impoundment fees in order to recover the City's costs of hourly wages and
benefits for City staff performing immediate tows of vehicles left unattended at the airport
terminal curb as required by FAA mandates.
C. Copies of the Notice were also provided to persons who had requested notice,
posted at two locations at City Hall and at two locations at the Airport on February 28, 2002, and
made available for inspection at the offices of the Airport Manager, 28855 Lockheed Drive,
Eugene, Oregon, 97402 during normal business hours (8:00 a.m. to 5:00 p.m., Monday through
Friday, exclusive of holidays). The Notice provided that written comments would be received
for a period of 15 days from the date of posting. No comments were received within the time or
in the manner required in the Notice.
D. I find that the fees for towing and storage for vehicles left unattended at the
Airport terminal curb as set forth in Exhibit A attached hereto should be adopted as proposed and
that the fees are consistent with the amounts charged for the same services by local towing firms,
and comply with applicable policies and directives of the City Council to recover the City's costs
of providing services.
On the basis of these findings, I order that:
The fees set forth in Exhibit A hereto are the fees to be charged for the services therein as
of the effective date of this Order.
