EXECUTIVE SESSION: Pursuant to ORS 192.660(2)(b) Mayor: The Eugene City Council will now meet in Executive Session to consider the disciplining or dismissal of a public officer, employee, or staff member, or hear complaints or charges brought Eugene City Council Agenda: April 13, 2009 Z:\CMO\2009 Council Agendas\M090413\A090413S.doc against such a person. The Executive Session is held pursuant to ORS 192.660(2)(b). Representatives of the news media and designated staff shall be allowed to attend the executive session. All other members of the audience are asked to leave the room. Representatives of the news media are specifically directed not to report on any of the deliberations during the executive session, except to state the general subject of the session as previously announced. No decision may be made in executive session. At the end of the executive session, we will return to open session and welcome the audience back into the room. *time approximate 7:30 p.m. CITY COUNCIL MEETING Council Chamber, City Hall 1. PUBLIC FORUM Mayor: The Public Forum is an opportunity for individuals to speak to the City Council on any city-related issues except for those items which have already been heard by a Hearings Official or are on tonight’s agenda as a public hearing. Each person will have three minutes to speak. When you come to the podium, please give your name, city of residence, and, for Eugene residents, your ward if known. The timer and lights indicate the time you have to speak. A yellow light will come on when you have 15 seconds to complete your comments. The red light indicates the end of three minutes. Mayor closes Public Forum and asks for comments from the City Council. 2. CONSENT CALENDAR (Note: Time permitting, action on the Consent Calendar may be taken at the 5:30 p.m. work session.) ACTION: Ratification of Unanimous Intergovernmental Relations (IGR) Committee Actions and Discussion and Action on Non-Unanimous IGR Actions on Legislative Policy from March 11 and April 1, 2009 City Council President: I move to ratify the IGR Committee's unanimous actions on bills and approval of staff recommendations in the March 11 and April 1, 2009, IGR Bill Reports for bills not pulled for discussion at those IGR meetings. ACTION: Approval of Minutes, Findings and Recommendations from the Hearings Official and Adoption of Resolution 4970 Forming a Local Improvement District for Paving, Constructing Curbs, Gutters, Sidewalks, Street Lights, Stormwater Drainage, Water Quality Facilities, on Elmira Road from Bertelsen Road to Maple Street and Maple Street from Elmira Road to Roosevelt Boulevard (Job #4275) City Council President: I move to approve the Hearings Official’s Minutes, Findings, and Recommendations dated April 9, 2009. Roll Call Vote City Council President: I move to adopt Resolution 4970 forming a Local Improvement District for paving, constructing curbs, gutters, sidewalks, street lights, stormwater drainage, water quality facilities, on Elmira Road from Bertelsen Road to Maple Street and Maple Street from Elmira Road to Roosevelt Boulevard (Job #4275).
