Administrative Order
of the
City Manager of the city of Eugene, Oregon
The City Manager of the City of Eugene finds that:
A. At the present time, free parking for patrons and
customers within the Downtown Development District as established
in section 2.154(3) of the Eugene Code, 1971, is provided in
municipal off-street parking lots and structures, and along
certain streets.
B. The Downtown Commission has recommended the
establishment of parking meter zones for portions of these free
parking areas.
C. The City Council has considered and approved the
recommendation of the Downtown Commission.
D. Establishment of parking meter zones within these free
parking zones will generate additional revenue needed to offset
the expenses of operation and enforcement associated with those
facilities.
E. Under the provisions of sections 5.040 and 5.285 of the
Eugene Code, 1971, the City Manager has the authority and
responsibilty to carry out the motions and directives of the City
Council and to establish parking meter zones and conditions for
parking facilities.
NOW, THEREFORE,
The City Manager of the city of Eugene orders and directs
that:
1. Based upon
herein, the following
meter zones:
the above
areas are
findings, which are adopted
hereby designated as parking
1.1 Municipal Lot Number 23 (Overpark), located
at 10th Avenue and Oak Street: All parking spaces on
Levels 1 West, 2 East, and 2 West;
1.2 Municipal Lot Number 34, located at the
Northwest corner of 11th Avenue and Willamette Street:
All parking spaces;
1.3 Municipal Lot Number 18, located at the
Southeast corner of 10th Avenue and Olive street: The
14 parking spaces along the East side of the lot
adjacent to the alley;
1.4 Munici pal Lot Number 13, located at the

Southwest corner of 10th Avenue and Olive Street: The
16 parking spaces along the East side of the lot
adjacent to Olive street; and
1.5 All on street parking spaces on Willamette
street and West of Willamette street located within the
boundaries of the Downtown Development District.
2. This Order may be appealed within the time and in the
manner provided in Section 5.045 of the Eugene Code, 1971.
