ADMINISTRATIVE ORDER NO. 53-92-21

Delegating Environmental Review "Certifying Omcer" Functions
Under CDBG Programs to Development Department Director
The City Manager of the City of Eugene finds that:
A. Under the provisions of Chapter I~ Section 16 of the Eugene Charter of
1976, the City Manager is designated as the administrative head of the City, and therefore
the "responsible official" or "certifying officer" under 24 CPR S 58.13.
B. As a recipient of Federal funds, such as the Community Development Block
Grant, the City's "responsible official" is required to perform certain duties in connection
with environmental review procedures for projects as set forth in 24 CFR Part 58. It
would be more efficient and in the public interest to delegate those administrative duties.
C. Federal programs are administered by the City's Planning & Development
Department, and the City Manager's duties and responsibilities as "responsible official" or
"certifying officer" regarding environmental reviews thereunder should be delegated to the
Director of that Department.
D. The Director of the Planning & Development Department should also be
specifically authorized to delegate all or any of those environmental review duties or
responsibilities delegated herein upon a determination that it would be more efficient and
in the public interest to do so.
Now, Therefore, based on the above findings, which are hereby adopted,
THE CI1Y MANAGER OF THE CIlY OF EUGENE ORDERS AND DIRECfS
THAT:
1. The City Manager's duties and responsibilities as "responsible official" or
"certifying officer" regarding environmental review procedures for Federal Programs as set
forth in 24 CFR Part 58 are hereby delegated to the Director of the Planning &
Development Department of the City of Eugene.
2. The Director of the Planning & Development Department may in turn
delegate any of the duties or responsiblities delegated herein to such person or persons
considered qualified to perform the delegated duties upon finding it would be more

efficient and in the public interest to do so.
