HomeMy WebLinkAboutAdmin Order 53-93-24-F ADMINISTRATIVE ORDER NO. 53-93-2 4-F of the City Manager of the City of Eugene ESTABLISHING LIMOUSINE REGISTRATION FEES AND AMENDING THE PUBLIC PASSENGER VEHICLE FEE SCHEDULE ADOPTED BY ADMINISTRATIVE ORDER NO. 53-93-19 The City Manager of the City of Eugene finds as follows: A. Section 2.020 of the Eugene, Code, 1971 authorizes the City Manager to determine and set fees and charges to be imposed by the City for services, goods, use of municipal property, and licenses and permits. B. In accordance with the procedures set forth therein, on October 'Q, 1993 I notified the Mayor and City Council and current public passenger vehicle and limousine licensees that I intended to amend the fee schedule attached to Administrative Order No. 53-93-19, which established fees for administering public passenger vehicle applications, licenses and certifications, to delete the licensing fees for limousines set forth therein, since limousines are no longer subject to the City's business license regulations, and that I intended to establish limousine registration fees as reflected in the Notice attached as Exhibit A thereto. The Notice was also posted at two locations at City Hall on October 9, 1993, and made available for inspection by interested persons at the offices of the City's Planning & Development Department, Building & Permit Services Division, 244 East Broadway, Eugene, Oregon 97401. The Notice provided that written comments would be received thereon for a period of 15 days from the first date of posting. No responses were received within the time or in the manner required by the notice. C. I find that the limousine registration fee is consistent with applicable policies and directives of the City Council, including policies developed through the Eugene Decisions process, is calculated to recover the City's costs associated with processing registration applications, and necessary in order to recover the costs of administering the program from the beneficiaries of the services. I further find that the limousine licensing fees should be deleted from the Public Passenger Fee Schedule adopted by Administrative Order No. 53-93-19. On the basis of these findings, I order that: 1. An annual registration fee of $40.00 is hereby established for limousine companies. 2. If this option is selected, a $10.00 service fee will be required before certification is validated and a card issued. Failure to pay the certification fee by the due date can result in revocation of certification. Standard 1 - The renewal application fee may be reduced to $10.00 if the following conditions are met: 1. Has lived in the same area for the past year. 2. Has been continuously employed by local licensed companies in the past year, and can substantiate that fact. 3. Has had no substantiated complaints or violations in the past year, and the City's review of local criminal history files for the past year shows no violations. Exhibit A - 2 93-19 on July 2, 1993 is hereby amended as reflected in Exhibit A attached hereto, which the City Recorder is requested to substitute for the Exhibit A adopted by Administrative Order No. 53-93-19.
