Proposed Eugene Technical Codes
Administrative Rule R-8.010TC
Section 8.010 of the Eugene Code, 1971 authorizes the City Manager to
administratively adopt technical specialty codes for the City of Eugene. Pursuant to that
authority, and in accordance with the procedures set forth in Section 2.019 of the Eugene
Code, 1971, I intend to adopt the following Proposed Eugene Technical Codes
Administrative Rule R-8.010TC:

Structural Soecialtv Code.
The State of Oregon 1993 Edition Structural Specialty Code, including Appendix
Chapter 38 and Appendix Chapter 70, is hereby adopted as the Eugene Structural Specialty
Code (ESSC).

Mechanical Suecialtv Code.
The State of Oregon 1992 Edition Mechanical Specialty Code is hereby adopted as
the Eugene Mechanical Specialty Code (EMSC).

Plumbine Soecialitv Code.
The State of Oregon 1992 Edition Plumbing Specialty Code is hereby adopted as the
Eugene Plumbing Specialty Code (EPSC).

Swimmine Pool. Soa and Hot Tub Code.
The 1988 Edition Uniform Swimming Pool, Spa & Hot Tub Code, as published by
the International Association of Plumbing and Mechanical Officials, is hereby adopted as the
Eugene Swimming Pool, Spa & Hot Tub Code (ESPSHTC).

NOTICE OF INTENDED RULEMAKING
ADOPTION OF PROPOSED EUGENE TECHNICAL CODES ADMINISTRATIVE
RULE R-8.010TC
NOTICE IS HEREBY GIVEN that pursuant to the authority contained in
Sections 2.019 and 8.010 of the Eugene Code, 1971, Micheal D. Gleason, City Manager
of the City of Eugene, intends to adopt as a permanent rule the Proposed Eugene
Technical Codes Administrative Rule R-8.010TC adopted by the City Manager on
October It 1993, which:
Adopts the State of Oregon 1993 Edition Structural Specialty
Code, including Appendix Chapter 38 and Appendix Chapter 70, as the
Eugene Structural Specialty Code; adopts the State of Oregon 1992
Edition Mechanical Specialty Code as the Eugene Mechanical Specialty
Code; adopts the State of Oregon 1992 Edition Plumbing Specialty Code
as the Eugene Plumbing Specialty Code; adopts the 1988 Edition
Uniform Swimming Pool, Spa and Hot Tub Code as published by the
International Association of Plumbing and Mechanical Officials, as the
Eugene Swimming Pool, Spa and Hot Tub Code; and provides for the
manner in which conflicts between rules are resolved.
Adoption of the Proposed Eugene Technical Codes Administrative Rule R-
8.010TC, is necessary for the preservation of the safety and welfare of the public, and
the Proposed Rule may be reviewed at the office of Building Official, Planning &
Development Department, Building & Permit Services Division, 244 East Broadway,
Eugene, Oregon 97401, during normal business hours (8:00 a.m. to 5:00 p.m., Monday
through Friday, excluding holidays).
All persons wishing to comment thereon or object thereto must submit their
written comments or objections to the Building Official, Planning & Development
Department, Building & Permit Services Division, 244 East Broadway, Eugene, Oregon
97401, within fifteen (15) days of the date of the first publication hereof, as indicated
below. The City Manager will thereafter adopt the Proposed Uniform Technical
Codes Administrative Rule R-8.01OTC, as proposed, or as modified in response to
comments or objections received, as a Permanent Rule.

Intemretation.
This rule is in addition to, and is not exclusive of, Administrative Rule R-8.005. To
the extent that this Rule conflicts with Administrative Rule R-8.005, R-8.005 shall control.
Public notice of this Proposed Rule shall be given by making copies thereof available
to affected current licensees or permittees and to any person who has requested such notice,
and by publication thereof in the Register Guard, a newspaper of general circulation within
the City for a least five days, providing interested persons an opportunity of not less than
15 days to submit written data or comments thereon. If no valid comments or objections
are received within the time and in the manner prescribed in the notice, the Proposed Rule
contained herein will be adopted and become effective as provided therein.
