Under Eugene Code, 1971, Section 5.505(7), the Eugene Chief of Police is given rulernaking authority over certain subject areas in connection with the issuance of parade perr:1its. 2. The current Rule 6 prohibits pennits for use of "principal arterial streets" during rush hour periods, 7:00 to 9:00 a.m. and 4:00 to 6:00 p.m. "Principal arterial street" is defined as those shown on the Eugene Urban Area Map. The intent of the rule is to ensure that parades not occur on busy streets during rush hour. 3. The only "principal arterial streets" in the City, as so defined, are Coburg Road and a portion of Chambers Street. On the basis of the above findings, IT IS HEREBY ORDERED that Administrative Rule 6 is amended to read: "6.
