ADMINISTRATIVE ORDER
of the
City Manager of the City of Eugene
CONCERNING FEES FOR BACKGROUND
CHECKS ON GUN PURCHASERS
Establishment of a fee for background checks for gun purchasers is proposed
as a way of recovering the costs for such services. The proposed fee sup-
ports the City Council's direction to reduce the general tax support for user
services and is anticipated to raise an additional $16,000 per year. Notice
of the proposed fee schedule was sent to the City Council on January 15, 1991
and to interested parties on April 15, 1991. Legal notice was published in
the Eugene Register-Guard on April 14, 1991, and posted at City Hall and the
City's Permit and Information Center on April 12, 1991. Citizens could sub-
mit comments through April 29, 1991. The proposed fee is as follows:
Fee to background purchasers of guns
as mandated by state law. . . . . . . . . . $15.00 per gun sale slip
Based on the above information, the City Manager finds:
1. The establishment of the proposed fee to background purchasers of
guns is in the public interest and in conformity with adopted City
policies and ordinances;
2. The proposed fee meets the guidelines established in Section 2.020
of the Eugene Code, 1971, and should be implemented; and
3. It is essential for the FY91 City Budget that the rates be imple-
mented without delay.
Now, therefore, based on the above findings, and pursuant to the authority
contained in Section 2.020 of the Eugene Code, 1971, it is hereby ordered
that the fee to background purchasers of guns is established. The new fee is
effective May 1, 1991.
