ADMINISTRATIVE ORDER NO. 56-93-07

ESTABUSHlNG FEES FOR DEPARTMENT OF PUBUC SAFE1Y SERVICES
The City Manager of the City of Eugene finds as follows:
A. Section 2.020 of the Eugene, Code, 1971 authorizes the City Manager to
determine and set fees and charges to be imposed by the City for services, goods, use of
municipal property, and licenses and permits.
B. In accordance with the procedures set forth therein, on June 16, 1993 I
notified the Mayor and City Council that I intended to increase the fees established by
Administrative Order No. 56-92-02 on May 12, 1992 and by Administrative Order No. 56-92-
06 on July 16, 1992 for providing training instructor services to other public agencies for 9-1-
1 emergency telephone call-takers and police, fire and ambulance dispatchers; for providing
technician services to other public entities and private entities for testing, servicing and
repairing self-contained breathing apparatus and repair of fire hydrants for private property
owners; for providing police and fire life safety and protection services to other public and
private entities; and to delete the fees previously established for providing computer
programming and data analysis services and the fees charged for providing police and fire
report research and/or photocopied or microfilmed copies to the public, and the fee for fax
services, as those fees were to be established by an administrative order applicable city-wide,
all as set forth in the Notice of Intended Fees. The Notice was also posted at two locations
at City Hall on June 16, 1993, and made available for inspection by interested persons at the
office of the City Manager, City Hall, 777 Pearl Street, Eugene, Oregon 97401. The Notice
provided that written comments would be received thereon for a period of 15 days from the
date of posting.
C. No comments or responses were received within the time or in the manner
required by the Notice.
D. I find that the fees set forth in Exhibit A hereto are consistent with applicable
policies and directives of the City Council, including policies developed during the Eugene
Decisions process, are comparable to the fees established in other jurisdictions for providing
such services, are based on the City's personnel costs associated with providing these police
and fire life safety and protection services, and are necessary in order to recover the cost of
services from the direct beneficiaries of those services.
E. Establishment of the fees is in the public interest, and it is essential for the
FY94 City Budget that these rates be implemented without delay.
Administrative Order - 1
On the basis of these findings, I order that:
1. The fees set forth in the schedule attached as Exlubit A hereto are hereby
established as the fees to be charged for the services set forth therein.
2. Administrative Order Nos. 56-92-02 and 56-92-06, and the fees and charges
established therein, are repealed, as of the effective date of this Order.
