ADMINISTRATIVE ORDER NO. 56-94-02
of the
City Manager of the City of Eugene
CONCERNING NOTICE OF INTENDED FEES FOR
DEPARTMENT OF PUBLIC SAFETY SERVICES
The City Manager of the City of Eugene finds as follows:
1. Section 2.020 of the Eugene, Code, 1971 authorizes the City Managerto determine
and set fees and charges to be imposed by the City for services, goods, use of municipal
property, and licenses and permits.
2. In accordance with the procedures set forth therein, I intend to increase the fees
established by Administrative Order No. 56-93-07 on July 15, 1993 for providing training
instructor services to other public agencies for 9-1-1 emergency telephone call-takers and police,
fire and ambulance dispatchers; for providing technician services to other public entities and
private entities for testing, servicing and repairing self-contained breathing apparatus and repair
of fire hydrants for private property owners; for providing police and fire life safety and protection
services to other public and private entities, all as set forth in the Notice of Intended Fees
attached as Exhibit A hereto and incorporated herein by reference.
3. I find that the proposed fees set forth in Exhibit A hereto are consistent with
applicable policies and directives of the City Council to recover the cost of services from the
direct beneficiaries of those services; are comparable to the fees established in other jurisdictions
for similar public safety services; and are necessary in order to defray the City's personnel costs
associated with providing these police and fire life safety and protection services which have
increased since the current fees were established.
4. Establishment of the proposed fees is in the public interest, and it is essential for
the FY95 City Budget that these rates be implemented without delay.
On the basis of these findings, I order that:
1. Copies of the Notice be provided to the Mayor and City Councilors, posted at two
locations at City Hall, and be made available for interested persons at the office of the City
Manager, City Hall, 777 Pearl Street, Eugene, Oregon 97401.
2. All persons desiring to comment thereon shall submit written comments as set forth
in the Notice. I will thereafter establish the fees by an administrative order.

NOTICE IS HEREBY GIVEN that pursuant to the provisions of section 2.020 of the
Eugene, Code, 1971, the City Manager of the City of Eugene intends to increase the current
fees charged for providing training instructor services to other public agencies for 9-1-1

Establishment of the above proposed fees is necessary in order to comply with
directives of the City Council that the cost of providing City services be recovered from the
user or beneficiaries of such services; the proposed fees are comparable to the fees charged
in other jurisdictions; reflect the increase in personnel costs incurred by the City since
establishment of the current fees; and it is in the public interest and essential for the FY95
City Budget that these proposed fees be established and implemented as soon as possible.
Persons desiring to comment hereon shall submit written comments to the City
Manager, 777 Pearl Street, Eugene, Oregon 97401 within 15 days from the date of posting
as indicated below. The City Manager will consider the comments received and by
administrative order establish the fees as proposed or as modified in response to comments,
after the expiration of the period for comment.
