The City Council of the City of Eugene finds that:
Based upon testimony heretofore presented, including the testi-
mony of the Eugene ~Tater & Electric Board ~,EwEB} , that the community
and the Pacific Northwest nay face electrical load shortages in the
mid 1984's to early 1990~s, the Eugene City Council has given high
priority to the development of a community-wide energy conservation
program.
EwEB has determined that new generation resources needed to help
meet the community's electrical load demand will be more expensive to
the community than the conservation measures proposed herein.
After extensive public hearings to review different methods to
encourage conser~ration in the residential sector, the Energy Conser-
vation Policy Board has found that significant opportunities exist
for bath energy and cost savings through modifying existing homes and
using proven energy conservation technologies and further, that in-
stallation of energy conservation devices is a potential growth indus-
try capable of creating local job opportunities.
on May 2?, 1984, EWEB., by resolution .Document No. 6334-6~
adopted the Eugene water & Electric Board Residential Conservation
Service Program under the National Energy Conservation Policy Act.
Part of this program proposes voluntary financing for cost-effective
conservation measures w-ith.:
a. Non-interest loans far e~,ectrically space r~eated
homes.
b. Low i.nte?~est Loans for ~,on-~e~.ectrically space
heated homes..
c. These loans may be deferred until time of resale
or pa%d monthly.
d. Matching grants for some materials installed in
e~,ectrical,ly space-heated homes.
4n August 13, ~1980r the Energy Conservation Policy Board, based
upon the adoption o~ th.e proposed financing program by EwEB, recom-

mended that the Eugene City Council adopt the weatheri~ation stand-
ards as proposed herein as cost~ef festive~:n the average home.
On December 5, 1950 Congress enacted the pacific Northwest
Electric power Planning and Conservat~;on Act. provisions of the Act
give first priority to the purchase of energy through conservation.
In keeping with these provisions, the Bonneville Power Authority has
proposed a~home energy efficiency program which provides incentives
for acquiring space and water heating efficiency improvements in
existing homes.
The City .Council hereby declares that any. public expenditure to
further the purposes of this Ordinance are accomplishing a public
purpose, that the requirements of this ordinance are cost effective
and that this Ordinance is necessary for the preservation of the
public health, safety and welfare of the som~~unity.

Section 1: Section 8.274 of the Eugene Code, 1971, is hereby
amended by inserting in alphabetical order therein the following:
Attic, The space between the ceiling joists and
the roof deck.
Building official. The person designated by the
city manager to enforce the provisions of the city
housing code.
Caulking. P~,iable matera;a~,s used to reduce the
passage of air and Moisture by fil~,ing small gaps, in-
cluding:
a~ at faxed joints on a building;
b. underneath baseboards inside a build-

Conditioned space. An area, room, or place nor-
mally occupied, heated or cooled.
Covered resident~.~, building. An existing build-
i,n~ use~a for habitation either seasonally or permanently
by one or yore persons, containing four or fewer dwell-~
ing units which vas constructed with a building permit
issued prior to 4`ul,y 1 ~ 19`4, or which was built prior

Crawlspace. The enclosed .space between the first
floor and the surface of the ground.
Domestic water heater.. An appliance designed pri-
marily to supply hot water and equipped with automatic
controls limiting water temperature to a maximum of 210
degrees Fahrenheit.
2nsulation. Any ~atexial or assembly of materials
used primarily to provide resistance to heat flow in
buil,din~s, including, but not l~.mited to mineral fib-
rous, mineral ce~,l-ular, organic fibrous, organic cellu-
1ar, or reflective materials, whether in. loose fill,
f~,e~ib~.e, ter semi--rigid form.
Joist, A series of parallel f rarr~ing members used
to support floor or ceiling loads and supported in turn
by larger beams girders, or bearing walls.
