AN ORDINANCE ORDERING A SPECIAL ELECTION To BE
CONDUCTED BY THE LANE COUNTY ELECTION DEPARTMENT
ON THE 30TH DAB' OF JUNE, l9$1, FOR THE PURPOSE
OF SUBMITTING To THE LEGAL ELECTORS OF THE CITY
OF EUGENE A MEASURE AUTHORISING $18$,666 TAx ON
OWNERSHIP OF REAL` PROPERTY IN DOWNTOWN DEVELOP-
MENT DISTRICT: A MEASURE AUTHORIZING A $1,264,185
PROPERTY TAx OUTSIDE 1981-82 CHARTER LIMIT FOR
GENERAL CITY OPERATIONS DURING 1981-$2 TAx YEAR:
ADOPTING POLLING PLACES AND PROVIDING FOR ALL
ACTS NECESSARY FOR THE CARRYING ON OF SAID ELEC-
TION: AND DECLARING AN EMERGENCY.
THE CITY 4F EUGENE DOES ORDAIN AS FOLLOWS:
Section 1. The City Council does hereby order a special election
to be held in the City of Eugene, Oregon, concurrently with the Lane
County special election on Tuesday, June 30, l9$l, at which election
there shall be submitted to the electors of the City for their approval
or rejection, the following Measures, to-wit:

MEASURE SUBMITTED TO THE

Shall City of Eugene tax owners of property in Downtown
De~relopment District $188,666 for 1981-82 free-parl~ing program?
THE CITY OF EUGENE DOES ORDAIN AS FOLLOWS:
BE IT ENACTED BY THE ELECTORS OF THE CITY OF EUGENE,
OREGON:
Section 1, Measure authorizes tax of $188,666 outside
Constitutional 6p limitation on ownership of real property
in Downtown Development District only and not elsewhere in
City far operating expenses of District July 1, 1981 to June
30, 1982. If Measure is approved, operating budget of District
to be financed by taxation on ownership of real property in
District for Tax Year 1981-82 will be $18,099 less than operating
budget so financed in preceding year,

Section 2. If voters approve this Measure, the Downtown
Development Board will be able to continue to provide FREE
parking for patrons of the Downtown area. The cost for pro-
viding this service is paid partly by taxation on property owners
within the Downtown Development District boundaries and is not
supported by taxes outside these boundaries. If this ~~easure
is approved, all of the tax will be financed by District taxpayers
without any partial payment by the State
Section 3. This Measure shall become effective July 1,
1981.

MEASURE SUBMITTED To THE
voTERS BY THE CITY COUNCIL
Shall City Council levy in excess of 19$1-82 Charter
tax limit general property taxes of $ 1 264,1$5 for 1981-8~
tax year?
THE CITY of EUGENE DOES ORDAIN AS F4LLoWS:
BE IT ENACTED BY THE ELECTORS OF THE CITY of EUGENE,
OREGON:
Section 1. Measure authorizes $ 1,260,185 property
tax outside 19$1-$2 Charter limit far general city operations
during the tax year July 1, 1981 - June 30, 19$2, with tax to
be financed partly by State of Oregon.
Section 2. This measure authorizes a property tax levy
of $17760,185 for general City operations during July 1, 1981 -
June 34, 1982. This levy is within the voter approved tax base
and will be financed partly by the State of Oregon.

Section 3. This Measure shall become effective July 1,
Section 2. The proposed measures shall be placed upon the official
ballot by the City Recorder. There shall be furnished to the County
Clerk for Lane County a certified copy of the ballot titles for the
measures and numbers of the measures to be voted upon. The City Attorney
shall prepare and the City Recorder shall furnish the ballot titles for

the measures and direct that the County Clerk for Lane County place
the measures upon the regular ballot to be used at the Lane County
special election to be held on June 30, 1981, to be voted upon by
the electors of the City at the special City election.
Section 3. The necessary poll books, ballot boxes, tally
sheets and such other supplies for each precinct as are necessary
for the carrying on of the election shall be furnished by the County
Clerk for Lane County, and the supplies shall be delivered to the
Election Boardp
Section 4. The City Council hereby orders that the election
shall be held as a special election for the City of Eugene concur-
rently with the Lane County special election an Tuesday, June 34, 1881
and hereby designates as the polling places for the election in the
City of Eugene the polling places established and designated for the
Lane County special election, and the City Council does hereby appoint
the Clerks appointed to serve at the Lane County special election to
serve in each of the polling places for the City election.
Section 5. The polls shall be open in each of the voting pre-
cincts at 8:00 o'clock a,m,. Pacific Daylight Time, and shall be kept
open until 8:00 o'clock p.m,, Pacific Daylight Time, an election day.
Section 6. The Clerk acting as chairman o~f the Election Board
in the Lane County special election shall be chairman of the same
Board of which he or she is a member in the City election, and the
ballots shall be counted and tabulated and the results certified as
provided by 1 aw .
Section 7, Thy City Recorder is hereby directed to give not
less than ten days notice of the special election by publication of
ordinance - 3

one notice thereof in the Eugene Register Guard, a newspaper publish-
ed in the City and of general circulation therein.
Section 8. The matters contained herein affect the peace, health,
and safety of the citizens of the City of Eugene, and therefore, an
emergency is hereby declared to exist, and this ordinance sha

effective immediately upon its passage by the City Council and approval
by the Mayor.
